On 14 September, the HKSAR Government announced the implementation arrangements for the "Easy to Hong Kong" scheme. Starting from today (15Th), non-Hong Kong residents in Guangdong Province and Macau will be exempted from the mandatory quarantine arrangement upon entry into Hong Kong as long as they meet all the specified conditions of the E-Hong Kong Scheme.

This has rekindled the hope of reunion among many cross-border families separated by the two places, and many mainland residents with urgent needs to go to Hong Kong have said that this is a good start and hope that customs clearance can be resumed step by step.

Of course, for more ordinary people, it is not easy to "return to Hong Kong", and most of the netizens on mainland social platforms are not optimistic about returning to Hong Kong, saying: "There is no desire to go to Hong Kong, is it not fragrant to go to Macao?" ”

1 Mandatory testing is required 6 times after arrival

Persons entering Hong Kong through the E-Hong Kong Scheme are required to undergo compulsory nucleic acid testing at community testing centres or recognised local medical testing institutions on the 3rd, 5th, 9th, 12th, 16th and 19th days of arrival in Hong Kong (if still in Hong Kong) (testing on Day 19 must be carried out at community testing centres).

However, the total cost of the six tests of HK$1,440 will be borne by the HKSAR Government. However, the so-called "preferential treatment" for mainland residents in this regard has also aroused opposition from Hong Kong pro-democracy figures, who believe that it is an "unreasonable" arrangement for non-Hong Kong residents to bear the cost of testing in disguise by public funds.

Some netizens said that Laigang Easy is a policy formulated by the Hong Kong government to promote economic recovery, which is equivalent to "inviting people to come" in disguise, and inviting guests to charge others more than 1,000 yuan for testing fees.

2 Places are on a first-come, first-served basis

There are not many places in the "Easy to Hong Kong" scheme, and now there are 1,000 places per day at the Shenzhen Bay Port and the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port, and the quota is on a first-come, first-served basis.

3 Hong Kong and Macao Permit is only supported for T/Q/D endorsement

There are five types of endorsements for the Hong Kong and Macau Pass, namely Individual Travel (G), Group Travel (L), Family Visit (T), Business (S), Other (Q) and Stay (D).

Xiaobian inquired that when applying for endorsements for the Exit-Entry Permit for Travelling to and from Hong Kong and Macao on the mainland entry-exit management platform, the two types of endorsements of "tourism" and "business" cannot be processed by mainland residents who need to go to Hong Kong for the time being

Endorsements of "Family Visit", "Stay" and "Other" can be applied for by Mainland residents who need to travel to Hong Kong

According to Xiaobian's inquiry, the Mainland Public Security Exit-Entry System only supports the endorsement of visiting relatives (T), other (Q) and stay (D) for a stay of more than 14 days for the time being.

4 Quarantine is still required for the return journey

Residents travelling to Hong Kong through E-Hong Kong who return from Hong Kong to Guangdong Province or Macau may still be subject to the quarantine arrangements applicable in both places at that time (e.g. 14-day compulsory quarantine).

So, E-Hong Kong has opened the application, will you choose to go to Hong Kong?

Of course, if you urgently need to go to Hong Kong, don't worry, Xiaobian has also sorted out a detailed customs clearance guide for you, please check it:

1. Make an appointment first:

According to the press release of the Information Department of the HKSAR Government, non-Hong Kong residents are required to first apply for an appointment for an "Easy To Hong Kong" quota.

The reservation requirement is that you have not been to another area other than Hong Kong, Guangdong Province or Macau on or 14 days before the day of entry into Hong Kong, as well as any area listed in the "E-Hong Kong/E-Hong Kong Scheme Temporarily Excluded Risk Areas".

Please note that the online booking system has been accepting applications from 00:00 today (September 15), and the online reservation portal:

https://www.quotabooking.gov.hk/nonresidents_cbt_booking/index_hk_sc.jsp

2. Nucleic acid testing

Non-Hong Kong residents who have successfully reserved a place must enter Hong Kong on the specified date and control point of the reservation.

At the same time, when entering Hong Kong, you must have a valid negative nucleic acid test result obtained on or within three days before the date of entry.

In addition, nucleic acid testing can only be carried out at a medical testing institution recognized by the Governments of Guangdong, Hong Kong and Macao in Macao or Guangdong Province.

List of qualified testing institutions in Guangdong Province: bmfw.www.gov.cn/hsjcjgcx/index.html

List of medical testing institutions in Macau: www.coronavirus.gov.hk/pdf/List_of_recognised_laboratories_MO.pdf

3. Arrival procedure

To expedite the customs clearance time, the HKSAR Government recommends that Mainland residents, before arriving at the control point, transmit the valid covid-19 nucleic acid test negative result to the "transcoding" function of the "Yue Kang Code" or "Ao Kang Code" to the Electronic Health Declaration System of the Department of Health, and complete and submit the electronic health declaration form.

Of course, the HKSAR Government has also provided detailed tutorials for Mainland residents to come to Hong Kong.

How to "transcode" is shown in the following figure:

Or get the details of Transcoding from the following two links:

Step to switch from "Aokang Code" to DEPARTMENT of Health Electronic Health Declaration Form: www.coronavirus.gov.hk/pdf/Come2hk_Code_Conversion_MO_tc.pdf

However, it should be noted that when the "Yue Kang Code" or "Ao Kang Code" is converted to the "Lai Hong Kong Easy" QR code, only if the QR code is green can be exempted from the 14-day quarantine, if the QR code is another color (such as pink), it means that it may be subject to mandatory quarantine arrangements after coming to Hong Kong.

4. Precautions after coming to Hong Kong

Persons arriving from Guangdong Province and Macao under the E-Hong Kong Scheme are still required to continue to pay attention to their personal health after entry and comply with the precautions mentioned in the Health Screening Record Form for Arrivals.

With the gradual popularization and widespread use of the "Travel with Peace" mobile app in Hong Kong, the HKSAR Government reminds non-Hong Kong residents who come to Hong Kong through the Scheme to download and use the "Travel with Peace of Mind" app, for details, please refer to the website: www.leavehomesafe.gov.hk.
