For retail enterprises dealing in prescription drugs or Class A non-prescription drugs, the legal representative or responsible person of the enterprise shall have the qualification of practicing pharmacist.
Where Class B non-prescription drugs are engaged, the legal representative or person in charge of the enterprise shall be other pharmaceutical technicians equipped with intermediate or below intermediate level
In remote areas such as townships, rural areas, and where there is a primary pharmacy service capability, the legal representative or person in charge of the enterprise shall be an intermediate pharmaceutical technician. Those who do not have the ability to provide primary pharmacy services shall be judged to be serious defects.
Where the business scope has Chinese medicine tablets, the legal representative of the enterprise or the person in charge of the enterprise shall have the qualification of practicing Chinese medicine pharmacist, and the quality management personnel shall be the pharmacy technicians in charge of the Chinese medicine.
Where only stereotyped packaged Chinese medicine tablets or medicinal and food homologous drinking tablets are engaged, the legal representative or responsible person of the enterprise shall have the qualification of practicing pharmacist, and there is no need to specially appoint practicing chinese medicine pharmacists and other traditional Chinese medicine pharmacy technicians.
If the chain headquarters does not have the ability to remotely review the prescription and other pharmaceutical services, it shall be equipped with pharmacists and other pharmaceutical technicians in accordance with the pharmaceutical retail enterprise; the chain headquarters shall have the ability to remotely review the prescription and other pharmaceutical services, and the person in charge of the chain store may be equipped with other pharmaceutical technicians of intermediate and intermediate level or above.

Where the business scope includes "Chinese medicine drinking tablets", it shall be equipped with 1 practicing pharmacist (Chinese pharmacy) or pharmacy technicians with professional and technical titles of junior or above professional and technical titles in chinese medicine.
Under the premise of meeting the basic staffing requirements of licensed pharmacists, retail pharmacies may use the remote prescription review services of licensed pharmacists in their chain headquarters or third-party institutions as a supplement to the prescription review and pharmacy services of resident pharmacists.
Quality management, acceptance, procurement personnel shall have pharmacy or medicine, biology, chemistry and other related professional secondary school or above or have a pharmacy major junior or above professional and technical titles.
Personnel engaged in the quality management, acceptance and procurement of Chinese medicine tablets shall have a secondary school degree or above in Traditional Chinese Medicine or a professional and technical title of junior or above in Traditional Chinese Medicine.

Where the business scope includes Class A non-prescription drugs, prescription drugs and Chinese medicine tablets, it shall be equipped with at least 1 pharmacy technician specializing in pharmacy and traditional Chinese medicine, of which 1 shall be a practicing pharmacist (pharmacy or chinese medicine, the same below), and at the same time, pharmacy technicians with pharmacy and traditional Chinese medicine majors shall be regarded as 1 pharmacy technician with pharmacy and traditional Chinese medicine majors.
Where the business scope includes Class A non-prescription drugs or prescription drugs, it shall be equipped with at least 1 practicing pharmacist.
Where the business scope contains only Chinese medicine tablets, it shall be equipped with at least 1 pharmaceutical technician (major in traditional Chinese medicine).
Quality management, acceptance, procurement personnel shall have pharmacy or medicine, biology, chemistry and other related professional qualifications or have pharmaceutical professional and technical titles.
Personnel engaged in the quality management, acceptance and procurement of Chinese medicine tablets shall have professional qualifications related to traditional Chinese medicine or have primary and above technical titles in traditional Chinese medicine.
