Directors Paul Verhoeven and Jost Vacano worked with the actors to shoot a scene of men and women bathing together. The amount of real ammunition used in the film is greater than any previous Hollywood film. The filming of the Battle of the Fortress is based on 1964's "Battle Blood Stained Robes", and some of the dialogue and framing angles are the same as in the film.

The idea for the film was derived from Robocop producer Jon Davidson and screenwriter Ed Nomele. The film is based on Robert Heinlein's science fiction novel Starship Paratroopers. Davidson read the novel as a child and remembers vividly the fierce controversy it sparked in the years that followed. They wanted to preserve the political character of the original in the script—a fascist ideal country. In 1991, Ed Normaire approached Davidson with a script called Bug Hunt, and the story quickly attracted Davidson, and Samsung, at Davidson's suggestion, bought the rights to adapt Heinlein's novel "Starship Squad."
The film uses the government's "Infomercial" to set the stage for a thrilling battle between humans and insects, and the film hides irony throughout. The entire screenplay captures the atmosphere and feel of Hollywood World War II movies. Producer Davidson described the film as a war epic.
Two years later, the screenplay was finally completed, Samsung saw the script, and although the story was fascinating, Samsung questioned the specific image of the alien insect, so the creators decided to shoot a super short film for the producers to see how a soldier fought two cruel alien insects.
In the early stages of the film's preparations, special effects wizard Phil Tippert joined the creative team, and this film is the second collaboration between Van Hoeven and Tippet after Robocop, in which Tippet invented the technique of frame-by-frame shooting. Verhoeven and Tippet spent 6 months shooting ultra-short films, and Samsung showed great enthusiasm and finally gave the green light to the shooting plan.
