In response to a reporter's question about the "3.07" illegal sand mining case, Tian Weijun said that on 7 March this year, the "Great Protection of the Yangtze River" reporting center of the Ministry of Public Security received a report on a clue involving illegal sand mining in the Anhui section of the Yangtze River. The public security organs of Anhui and Anhui have jointly engaged in a thorough investigation of the modification, illegal mining, barge, transportation, and sales involved in the crime of illegal sand mining.
During the arduous and in-depth digging of the line that lasted more than 4 months, the public security organs in Jiangsu and Anhui made full use of various means to pay close attention to the six core elements of "people, ships, sand, certificates, cases, and money", and gradually clarified the roles of personnel, clarified the gang structure, found out the law of crime, mastered the mode of communication, and restored the criminal context from the massive information involved in the case. In the early morning of July 9, according to the accurate information obtained, the Ministry of Public Security directed the public security organs of Jiangsu, Anhui, and Changhang to dispatch more than 400 elite police forces, mobilize 15 law enforcement boats, and carry out the first stage of centralized collection of the case in four prefectures and cities in Anhui Province.
After investigation: Criminal suspects Zhang Moushan, Li Mou, Cheng Mou and other gang leaders colluded with each other to buy or charter sand mining vessels, organized Ding X, Shen X and other backbone members to carry out illegal sand mining in the waters of the Anhui section of the Yangtze River on many occasions, and transported the stolen river sand to Wuhu and other places in the downstream direction of the waters where the crime was committed through and sold through unspecified transport vessels contacted in advance. At the same time, in order to evade the supervision and crackdown of law enforcement departments, Cheng and others also sent people to stalk the ships and personnel of the law enforcement departments, and if there was a slight movement of action, the stalkers quickly notified the pirates to evacuate the sand mining site.
The successful collection of the "3.07" illegal sand mining case has realized the whole chain crackdown on the five links of illegal sand mining crimes: "reform, mining, barge, transportation and sales", which has effectively deterred the illegal sand mining activities in the Yangtze River. This operation is also a case in which the police force has been dispatched in a single time, the largest number of law enforcement boats mobilized, and the largest number of people arrested at the scene since the launch of the special operation to crack down on illegal sand mining in the Yangtze River. At present, the case is still under further investigation.
