In the main objectives, the plan emphasizes that it will take 3 years to basically form a new data center development pattern with reasonable layout, advanced technology, green and low carbon, and the scale of computing power that is compatible with the growth of digital economy. By the end of 2023, the average annual growth rate of the national data center rack scale will remain at about 20%, the average utilization rate will strive to increase to more than 60%, the final strength will exceed 200 EFLOPS, and the proportion of high-performance computing power will reach 10%. The scale of national hub node hashrate accounts for more than 70%. The PUE of new large and above data centers should be reduced to less than 1.3, and the cold and cold areas should be reduced to less than 1.25. In principle, the one-way latency of the end-to-end network of the data center within the national hub node is less than 20 milliseconds.
The "Plan" pointed out that the new data center construction layout optimization action, network quality upgrade action, computing power improvement and empowerment action, industrial chain stabilization and enhancement action, green and low-carbon development action, safety and reliability guarantee action and so on are the key tasks in the next three years.
