Zhao Qian, female, Han ethnicity, born in December 1974, Master of Law of Jilin University Law School, the fourth national outstanding prosecutor, the first batch of national procuratorial organs research backbone talents, is currently the director of the first procuratorial department of the Heilongjiang Provincial People's Procuratorate.

Comrade Zhao Qian has rich experience in guiding the handling of major criminal cases and has achieved outstanding results in her work. Coordinate the work of the Heilongjiang Provincial Procuratorate's anti-gang crime office, guide and control 68 key cases of criminal syndicates and evil forces on a case-by-case basis, establish 17 long-term work mechanisms for eliminating criminal syndicates and evil forces, and form more than 120 guiding opinions. Responsible for the general coordination and liaison of the Heilongjiang Provincial Procuratorate's epidemic prevention and control and maintenance of social stability, formulated 4 provincial guiding opinions such as the "Guidelines for Intervening in Investigation and Guiding the Collection of Evidence in Common Criminal Cases Involving the Epidemic", compiled and distributed 12 batches of 12 typical cases related to the epidemic in the province, and 90 cases and daily special reports, making positive contributions to the prevention and control of the epidemic in Heilongjiang Province and maintaining social stability. With solid professional skills and pragmatic work style, Comrade Zhao Qian has been commended by the Supreme People's Procuratorate, the Working Committee of the Provincial Organs directly under the Provincial Government, and the Provincial People's Procuratorate for many times, and has been awarded the third class merit of the individual many times.

The China Women's Procuratorate Association will invite some NPC deputies, MEMBERS of the NATIONAL Committee of the Chinese People's Political Consultative Conference, experts and scholars, responsible persons of relevant departments such as the Supreme People's Procuratorate, the All-China Women's Federation, and the Central Committee of the Communist Youth League, and responsible persons of the Women's Staff Committee of the All-China Federation of Trade Unions to serve as judges, and select 10 "outstanding female procurators" from among the candidates recommended and submitted by various provincial-level female procurators associations.
