According to Article 22 of the Regulations on Labor Security Supervision (Decree No. 423 of the State Council), the Measures for the Social Announcement of Major Labor Security Violations of the Ministry of Human Resources and Social Security (Order No. 29 of the Ministry of Human Resources and Social Security), the Interim Measures for the Administration of the "Blacklist" of Wages Owed to Migrant Workers (Regulation [2017] No. 16 of the Ministry of Human Resources and Social Security), the Measures for the Public Announcement of Major Labor Security Violations in Gansu Province, and the Detailed Rules for the Implementation of the Interim Measures for the Administration of the "Blacklist" of Wages Owed to Migrant Workers in Gansu Province, etc., The following 7 major cases of labor security violations and 2 enterprises included in the "blacklist" of wages owed to migrant workers are hereby publicly announced, and major labor security violations and their social announcements are recorded in the employer's labor security law-abiding creditworthiness archives, and information sharing is carried out with other departments and social organizations in accordance with laws and regulations. Implement joint disciplinary action against enterprises and personal information included in the "blacklist" of wages owed to migrant workers and push the "Credit Gansu" website and the National Enterprise Credit Information Publicity System (Gansu).
I. Major labor security violations
(1) Wuwei Zhonglian Reemployment Construction and Installation Engineering Co., Ltd. case of wage arrears

After the completion of the main body of the project, the construction unit Jiuquan Jiayuan Real Estate Development Co., Ltd. paid the project payment to Wuwei Zhonglian Reemployment Construction and Installation Engineering Co., Ltd. in the form of roof-to-roof houses, and Wuwei Zhonglian Reemployment Construction and Installation Engineering Co., Ltd. did not pay the wages of migrant workers in time. After the Yumen Municipal Bureau of Human Resources and Social Security handled according to law, the construction unit advanced the wages of the migrant workers by 1.3 million yuan, and the Wuwei Zhonglian Reemployment Construction and Installation Engineering Co., Ltd. still owed 610,000 yuan in wages to 110 migrant workers, with sufficient evidence and clear facts.

Relevant handling: On December 10, 2019, the Yumen Municipal Human Resources and Social Security Bureau issued the "Labor Security Supervision Deadline Order Correction Instruction" (Yuren Social Security Supervision Order Zi [2019] No. 015) to Wuwei Zhonglian Reemployment Construction and Installation Engineering Co., Ltd. in accordance with the law, and the company refused to rectify within the prescribed period. On January 9, 2020, the Yumen Municipal Bureau of Human Resources and Social Security transferred the case to the public security organs on suspicion of refusing to pay labor remuneration. 4. Relevant handling situation: On July 2, 2020, the Maqu County Human Resources and Social Security Bureau issued the "Labor Security Supervision Deadline Rectification Instruction" (Ma Lao Supervision Order Zi [2020] No. 04) to zhuoni County Township Joint Venture Construction Engineering Company in accordance with the law. On July 3, 2020, Zhuoni County Township Joint Venture Construction Engineering Company paid off the wages of 7 migrant workers including Liu Moumou for 95,200 yuan.
(6) Linze County Shunkang Engineering Labor Service Co., Ltd. case of wage arrears

On June 23, 2020, the Linze County Human Resources and Social Security Bureau transferred the case to the public security organs for investigation on suspicion of refusing to pay labor remuneration. On July 31, 2020, Linze Shunkang Engineering Labor Service Co., Ltd. paid 146,700 yuan in wages for 30 migrant workers.
(7) Linze County Changsheng Engineering Labor Service Co., Ltd. case of wage arrears
