The 2021 Beijing Fragrant Hills Forum Expert Video Conference was closed

On October 26th, the Beijing Xiangshan Forum expert video conference closed in Beijing. During the meeting, experts and scholars from various countries conducted in-depth exchanges through the combination of online and offline, and achieved the expected goals of condensing wisdom, increasing trust and promoting cooperation, and "adhering to win-win cooperation and promoting global security governance" became the general consensus of the participants.

On the morning of the 26th, the meeting held a discussion on the third and fourth topics. The topic of the third section is "The Role of Small and Medium-sized Countries in International Security", which is chaired by Ruan Zongze, executive vice president and researcher of the China Institute of International Studies. Nine Chinese and foreign experts, including Vu Van Kang, former director of the Institute of International Relations of the National Defense Strategic Research Institute of the Ministry of National Defense of Vietnam, and Romer Ban Leyi, president of the Philippine Chinese Studies Association, focused on "how the vast number of small and medium-sized countries can strengthen interaction with major countries and effectively participate in global and regional security governance" and published a series of innovative views.

The topic of the fourth session is "The Impact of the Situation in Afghanistan on Regional Security", which is chaired by Du Nongyi, Vice President of the China Society for International Strategic Strategy. Eight experts and scholars, including Ai Jiangshan, former U.S. ambassador to Afghanistan, and Amina Khan, director of the Afghanistan, Middle East and Africa Center of the Institute of Strategic Studies in Islamabad, Pakistan, conducted in-depth discussions on hot topics such as "What realistic and long-term impact will the afghan situation have on global and regional security".

On the evening of the 26th, the meeting focused on the fifth and sixth topics. The fifth session, entitled "Strategic Stability: Dilemmas and Ways Out", was chaired by Yao Yunzhu, Senior Advisor of the Beijing Xiangshan Forum. Nine experts, including Vice Admiral Jean-Louis Lozier, consultant of the Security Research Center of the French Institute of International Relations and retired Navy, and Pavel Podwig, senior researcher of the Weapons of Mass Destruction Research Project of the United Nations Institute for Disarmament Research, exchanged ideas and viewpoints and provided constructive ideas and methods on issues such as "what challenges are currently facing global strategic stability" and "how to deal with the challenges brought by the development of emerging technologies to global strategic stability".

The sixth session, entitled "International Security Cooperation in the Context of the Epidemic Situation", was chaired by Professor Dawei, Dean of the Department of International Relations, School of Social Sciences, Tsinghua University, China. Michael Shiwen, chief director of the East Asian Program of the Quincy Institute of State Affairs in the United States, Alexander Lukin, director of the East Asia and Shanghai Cooperation Organization Research Center of the Moscow State Institute of International Relations in Russia, and eight other experts made profound explanations and expressed unique insights on "how to improve the mechanisms and rules of global security governance in the face of global security challenges such as infectious diseases and climate change."

Listen to wonderful conversations and feast on ideas. Many experts and scholars attending the meeting said that the fate of all countries in the world is shared, and solidarity and cooperation are the inevitable choices to cope with security challenges. It is hoped that the organizers will continue to adopt effective methods to organize experts and scholars from all over the world to exchange insights, collide ideas, and gather consensus on cooperation.
