In order to promote the smooth implementation of the comprehensive administrative law enforcement work in town streets and further strengthen the construction of the comprehensive administrative law enforcement team of town streets, on July 15 and 16, the Yuancheng District Party Committee Rule of Law District Office jointly held the 2021 annual training course for town street comprehensive administrative law enforcement personnel in the Yuancheng District Cultural and Sports Center, in conjunction with the district urban management, agriculture and rural areas, natural resources, ecological environment, emergency management, market supervision and other departments. Deng Xiaolin, member of the Standing Committee of the District CPC Committee, secretary of the Political and Legal Committee, and director of the District Office of the District Committee for Governing the Region according to Law, attended the training and made a mobilization speech.
Deng Xiaolin pointed out that since June 1 this year, all towns and streets in the district have fully implemented the 279 administrative law enforcement functions and powers that have been adjusted and delegated, which is both an opportunity and a challenge for the town streets. Holding training courses is conducive to improving the professional level of law enforcement personnel, promoting the modernization of the grass-roots governance system and governance capabilities, and further promoting the construction of a rule-of-law government in the whole region to a new level. On how to further promote the comprehensive law enforcement work in town streets, Deng Xiaolin emphasized three points: First, unify thinking and fully understand the important significance of promoting the comprehensive administrative law enforcement work in town streets; second, each shoulders its own responsibilities, coordinates efforts, and jointly promotes the comprehensive administrative law enforcement work in town streets; third, it is necessary to apply what we have learned and earnestly improve our ability and level of using rule of law thinking and rule of law methods to resolve contradictions and problems.
The two-day training course was conducted by Wu Hongliang, deputy director of the District Office of The District Committee for Governing the District according to Law and director of the District Justice Bureau, Wu Yun, a teacher at the Party School of the Municipal Party Committee, and the backbone or external lawyers of the District Chengguan Law Enforcement Bureau, the District Market Supervision Bureau, the Yuancheng Natural Resources Sub-bureau, the Yuancheng Ecological environment sub-bureau, the District Agricultural and Rural Bureau, and the District Emergency Management Bureau. The training includes ten types of administrative punishment law, administrative compulsory law, and administrative law enforcement, as well as the legal and professional knowledge involved in the 279 administrative punishment powers that have been delegated.
More than 170 leaders in charge of law enforcement work and administrative law enforcement personnel (including law enforcement auxiliary personnel) in various towns and streets participated in the training (including Chengdong Street), and the leaders in charge of the District Justice Bureau, the District Chengguan Law Enforcement Bureau, the District Agriculture and Rural Bureau, the Yuancheng Ecological Environment Sub-bureau, the Yuancheng Natural Resources Sub-bureau, the District Emergency Management Bureau, and the District Market Supervision Bureau attended the training.
In May 2021, the director of the District Bureau of Justice went to 8 town streets (including Chengdong Street) in the district to carry out comprehensive administrative law enforcement work deployment, and taught administrative law enforcement knowledge to law enforcement personnel in each town street (including Chengdong Street), focusing on the specific requirements of various types of administrative law enforcement concepts and administrative law enforcement systems.
