In the 496-word briefing, there was such a sentence that attracted the attention of the political knowledge circle (WeChat ID: wepolitics): terminate its qualifications as a deputy to the 19th National Congress of the Party.
On May 27, 2017, the 11th Party Congress of Sichuan Province elected 73 delegates to the 19th Party Congress, including Pu Bo, then secretary of the Deyang Municipal Party Committee in Sichuan Province.
At the Nineteenth Congress, in an interview with reporters, Pu Bo also said in his capacity as a deputy that as a member of the Communist Party, he shoulders a sacred duty and mission, and he must strive hard for the goal of a socialist modern power and contribute his strength to the people's happy life.
A year later, he was expelled from the party.
In the video of the double-opening scene, Pu Bo's eyes are red and he chokes several times.
<h1>Gambling to amass wealth</h1>
Pu Bo is a native of Nanchong, Sichuan, born in November 1963. After graduating from the Sichuan Forestry School in 1981, Pu Bo had 36 years of work experience in Sichuan. In January this year, he was transferred to the vice governor of Guizhou Province, and he fell 102 days later, setting a record for the fastest official to fall after the promotion of the vice province (ministry).
During his time in Sichuan, Pu Bo had three important experiences.
The first is from June 2008 to May 2010, as the acting mayor and mayor of Bazhong City, Sichuan Province, he began to take charge of the party; the second paragraph is from May 2010 to June 2015, he was the executive deputy director of the Organization Department of the Sichuan Provincial Party Committee, in charge of personnel; the third paragraph is from June 2015 to January 2018, he was the secretary of the Deyang Municipal Party Committee of Sichuan Province, becoming the "number one" of an important prefecture and city in Sichuan.

In addition to this, Pu Bo also has economic problems.
Violating honesty and discipline, amassing huge sums of money through gambling, engaging in power and money transactions through "big bets" and "fake bets", running businesses in violation of regulations, owning shares and equity in non-listed companies in violation of regulations, and purchasing targeted additional shares.
There are not a few fallen officials with gambling habits.

However, Pu Bo was the first vice-ministerial-level official to amass huge sums of money by gambling.
So what is "fake gambling"?
The "China Discipline Inspection and Supervision Daily" once reported that after some corrupt elements fell from power, when explaining the source of huge amounts of assets, they often claimed that "every gamble must win," but the essence of this kind of gambling is the trading of power and money and the transmission of benefits.
The report mentioned that in some cases of investigation and handling, gambling has become a fig leaf and a blindfold for subordinates to pay bribes to superiors and "bosses" to officials, and some people dare not blatantly "send", so under the guise of gambling, they stage a drama in which superiors win subordinates, cadres win "bosses", and "bosses" take the project, and the losers are "willing" and the winners are "at ease."

<h1>Termination of Eligibility</h1>
What mistakes or punishments have been made by Party representatives and will be disqualified?
Article 14 of the new "Regulations on Disciplinary Punishment of the Communist Party of China" stipulates that if deputies to Party congresses at all levels are punished by probation or above (including probation in the Party), the Party organization shall terminate their qualifications as deputies.
The "Interim Regulations on the Term of Office System for Deputies to the National Congress of the Communist Party of China and Local Congresses at All Levels" have more specific provisions. In any of the following circumstances during the term of office of a deputy to a Party Congress, his or her qualifications as a delegate shall be terminated:
(1) Those who have been placed on party probation or above; (2) those who have been suspended from the Party or have lost the nationality of the People's Republic of China; (3) those who have resigned from their posts as deputies and have been accepted.
In addition, there are "other reasons", such as the decision based on the specific circumstances of the case, with the approval of the higher party committee.
As is known to all, party deputies are elected within the party and implement a term system; during the period when the party congress is convened and between sessions, they enjoy the qualifications of deputies, exercise the rights of deputies, and perform the duties of deputies, which are important posts within the party. Therefore, this qualification is not terminated by itself and must be handled in accordance with the relevant procedures.
Article 28 of the Interim Regulations also provides:
The termination of the qualifications of party congress deputies shall be proposed by the elective unit or grass-roots party organization to which they belong, and decided by the party committee elected by the party congress at the same level, and reported to the party committee at a higher level for the record. The termination of the qualifications of deputies to the Party's National Congress shall be decided by the Central Committee of the Party.
Among the 6 deputies to the 19th National Congress mentioned in the above-mentioned political knowledge circle (WeChat ID: wepolitics), Yang Jing, Wang Xiaoguang and Pu Bo have already decided to punish the party, but only Pu Bo's double-opening circular mentions "termination of deputy qualifications". However, don't worry, Zhuang Deshui, deputy director of the Research Center for Integrity Construction at Peking University, explained that it is only a matter of the speed of the procedure.
