Shuangluan District belongs to Chengde City, named after the Shuangta Mountain and luanhe River in its territory, and is also one of the districts under the jurisdiction of Chengde City. During the Xia and Shang dynasties, the territory of Shuangluan District was the land of the Shanrong clan. During the Spring and Autumn Period and the Warring States Period, the territory was first the land of the Eastern Hu ethnic group, and then included in the territory of the Yan Kingdom, which was subordinate to Yuyang County. In December 1973, The Shuangluan Office of Chengde City was established. On June 25, 1980, the Shuangluan Office of Chengde City was reorganized into Shuangluan District.

In 2007, Chenzhazi Township in Luanping County was placed under the jurisdiction of Shuangluan District of Chengde City. In July 2009, Xidi Manchu Township was transferred from Luanping County to Shuangluan District. In December 2015, Xiushui Subdistrict was established.
