Just a week ago (on the evening of April 1), the Dehong Prefecture Party Committee and the state government held a working meeting on the handling of the "3.29" epidemic situation in Ruili. At that meeting, Zhao Gang said that the recurrence of the epidemic in Ruili City has fully exposed the problems and loopholes in the prevention and control of the epidemic at the two levels of the prefecture and the city, especially in Ruili City, and it is necessary to deeply learn lessons.

On October 18, 2019, Zhao Gang took office as the secretary of the new Dehong Prefecture Party Committee.

As of 24:00 on April 7, there were 79 confirmed cases in the province (3 imported from abroad and 76 local cases) and 44 asymptomatic infected people (19 cases imported from abroad and 25 cases from home).

On March 31, in Ruili City, Ruan Chengfa, secretary of the Yunnan Provincial Party Committee, presided over the on-site meeting of the "3.29" epidemic disposal work.
Ruan Chengfa said that after the fundamental changes in the national epidemic situation, the epidemic in Ruili City has re-emerged, and the Dehong Prefecture Party Committee, the State Government and the Ruili Municipal Party Committee and the Municipal Government should reflect deeply.
"The party and government groups in Dehong Prefecture and Ruili City should be highly nervous, do everything possible to manage the border well, and prevent the epidemic."

On April 1, still in Ruili City, Ruan Chengfa held a video scheduling meeting on border epidemic prevention and control. Nguyen Thanh Thanh Fat demanded that we should be strictly guarded, be prepared for the worst-case scenario that may arise, and take immediate action to ensure border security.

Jiang Shan, male, Han ethnicity, born in December 1970, 51 years old, university degree, member of the Communist Party of China, joined the work in August 1991.
According to public information, Jiang Shan has worked in the organizational system for a long time, serving as a member of the Standing Committee of the Yuxi Municipal Party Committee, the director of the Organization Department of the Yuxi Municipal Party Committee, the ministerial committee member of the Organization Department of the Provincial Party Committee (deputy department level), the deputy director of the Organization Department of the Yunnan Provincial Party Committee, the executive deputy director of the Organization Department of the Yunnan Provincial Party Committee, and the executive deputy secretary of the Working Committee of the Provincial Organs Directly under the Yunnan Provincial Party Committee.
In August 2019, Jiang Shan was appointed director of the Department of Civil Affairs of Yunnan Province, and has not been in the past two years.
Among the prefecture-level cities in Yunnan, the top leaders of the "post-70s" party committee include Wang Li, secretary of the Yuxi Municipal Party Committee, born in September 1971, and Guo Dajin, secretary of the Zhaotong Municipal Party Committee, who was born in October 1974.
After Jiang Shan took office, epidemic prevention and control is the first heavy responsibility he has to face.
On the afternoon of April 7, the Yunnan Provincial Party Committee held a meeting of the Standing Committee to listen to the recent reports on the prevention and control of the new crown pneumonia epidemic in the province and Ruili City, and to study and deploy epidemic prevention and control, border control and other work.
