The establishment of special economic zones is a great pioneering undertaking of the party and the state to promote reform, opening up, and socialist modernization.
Special Economic Zone Policy
The special economic zones implement special economic policies, flexible economic measures and special economic management systems, and adhere to the export-oriented economy as the development goal.
History
(1) In April 1979, Deng Xiaoping first proposed to open an "export special zone", and then in March 1980, the "export special zone" was renamed "special economic zone" and implemented in Shenzhen.
(2) In May 1980, the Central Committee of the Communist Party of China and the State Council decided to rename the four special export zones of Shenzhen, Zhuhai, Shantou and Xiamen as special economic zones.
(3) In April 1988, the Hainan Special Economic Zone was established.
(4) In May 2010, at the Central Xinjiang Work Conference, the central government officially approved the establishment of special economic zones in Khorgos and Kashgar.
(5) As of now, there are seven special economic zones in the country: Shenzhen, Zhuhai, Shantou, Fujian, Xiamen, Hainan, Kashgar and Khorgos in Xinjiang.
Main features
1. In the country to demarcate a certain area, generally choose near the port, convenient transportation, in order to facilitate the flow of goods, save costs, reduce costs;
2. Promote the policy of opening up in foreign economic activities and adopt tariff reductions and exemptions to attract foreign investment;
3. Create a convenient and safe investment environment for foreign investors, and establish preferential regulations and guarantee systems;
4. Products are mainly exported;
5. Centralized management, the administrative organs of the SAR have the right to formulate regulations on the administration of the SPECIAL ZONE according to local conditions and time;
6. Enterprises in the zone enjoy considerable autonomy.
