According to public reports, Shi Faliang has successively served as vice president and secretary general of the School Council of Henan Radio and Television University since 1983, deputy commissioner of the Nanyang Regional Administration, deputy director of the Provincial Department of Transportation, inspector of the main department, vice chairman, general manager and chairman of the board of directors of Hong Kong and Macao International Pearl River Co., Ltd.
In May 2000, Shi Faliang was appointed director of the Department of Communications of Henan Province and secretary of the party leading group. On October 16, 2002, the Henan Provincial Commission for Discipline Inspection opened an investigation into Shi Faliang and removed him from his posts as director of the Henan Provincial Department of Communications and secretary of the party leading group. On December 21, 2005, the Jingzhou Municipal Court in Hubei Province held a hearing on Shi Faliang's case of being suspected of accepting bribes and having a large amount of assets of unknown origin.
After investigation, it has been confirmed that since 1992, Shi Faliang has wantonly accepted other people's property, and of the more than 19 million yuan that Shi Faliang is suspected of accepting bribes, more than 11 million yuan was accepted by his wife and sister-in-law as intermediaries. Two months before Shi Faliang was investigated, Huang Yurong had a premonition that something was going to happen, and fled to the United States with his son in advance, absconding for 13 years.
In December 2002, the Henan Provincial Commission for Discipline Inspection imposed "shuanggui" on Shi Faliang to examine his violations of discipline and law. On August 3, 2006, Shi Faliang was sentenced to life imprisonment by the Jingzhou Intermediate People's Court.
