On April 30, Beijing's Xicheng District issued a policy announcing the implementation of a "multi-school slice" policy. According to the regulations: After July 31, 2020, the enrollment of children of newly purchased families will no longer correspond to the enrollment of schools, and all will be enrolled in school districts or adjacent school districts in the form of multi-school slices.

The introduction of this policy has made the transaction volume of second-hand houses in Xicheng District go all the way up during the May Day period, and the market is quite hot. At the same time, it has also triggered a wave of discussion: after the unified implementation of the "multi-school zoning" policy, should children choose Xicheng or Haidian in the future? Is there a price reduction for school district housing?

On the afternoon of May 18, New Real Estate Finance visited The Xicheng District of Beijing to understand the transaction situation of the current market, and compared Xicheng and Haidian one by one from the aspects of location, work and school.

How hot is it in The West End?

During the May Day period, there was a wave of "house buying fever" in the second-hand housing market in Beijing's Xicheng District. According to the data released by the Shell Research Institute, during the "May Day" holiday, the "May Day" transaction volume in Beijing's Xicheng District increased by more than 100% year-on-year and month-on-month.

Li Tian (pseudonym), general manager of an intermediary agency in the financial street area, told New Real Estate Finance that during the May Day period, the financial street area and the Desheng area were the hottest. Among them, the financial street area has an average of about 10 sets of transactions per day, an increase of 4-5 times over the previous month. Small one-bedroom apartments are the most popular, accounting for 80% of the transaction volume.

Li Tian said that before the introduction of the "multi-school zoning" policy, the frequency of second-hand housing transactions in Xicheng District was low, and only a few sets could be traded a month. It is expected that the number of units sold in Xicheng District will reach about 2,400 units in May, an increase of about 3 times over the previous month.

For the hot scene in the market, Li Long (pseudonym), an executive of an intermediary agency in the financial street area, said that this is because the family demand of 4-5-year-old children in the family has been released centrally, resulting in higher transaction volumes, in fact, the price is relatively stable, and the maximum increase per square meter is 1000-2000 yuan.

Zhang Dawei, chief analyst of Zhongyuan Real Estate, said that another reason for the popularity of Xicheng District is that many families who plan to study abroad have given up going abroad due to the epidemic. In this atmosphere, domestic quality education is still the first choice for these families.

Despite the significant increase in market volume, the number of listings for sale is not significant. In a chain store in the financial street area, the intermediary Wang Feng (pseudonym) said that there are now many houses in the Xicheng area, among which the school district corresponding to Hongmiao Primary School has 27 one-bedroom units, and the unit price is located between 190,000 yuan / square meter - 260,000 yuan / square meter. According to the chain home network, as of noon on May 22, there were 19 units of two-bedroom and above, with an average price of 195,000 yuan / square meter, and the total price was more than 10 million.

In the process of browsing the listings, New Real Estate Finance noted that several of the one-bedroom listings showed a price reduction, and only one set increased to about 250,000 yuan / square meter. Wang Feng stressed that high-priced housing is a very rare project, and now there are many listings, and high-priced houses cannot be sold. "In the listed listings, the owners sincerely sell only a few sets, and the price is negotiable; the owners who hang high prices are just following the trend, not selling sincerely."

Taking the School District of Hongmiao Primary School, Fangmassi Hutong, as an example, a one-bedroom apartment with a price of 10.39 million yuan can talk about 200,000 yuan. Li Long said that many owners are not in a hurry to sell, because the price is very low when starting, some unit prices are as low as 10,000 yuan / square meter, so they do not care whether the price of the listing is reduced, and now they are anxious about the owners who start with high prices.

"However, the owners who start now are ready to reduce the price before buying." Li Long said.

How to choose Xicheng and Haidian?

Zhang Dawei said there is a chain of contempt in Beijing's school district houses. At the top of the chain of contempt are the Desheng Area of Xicheng District - The Financial Street Area of Xicheng District - Wanliu, Zhongguancun, Shangdi - Dongcheng Hepingli in Haidian District.

The reason why it can stand at the top is because most of Beijing's high-quality educational resources are concentrated in Xicheng District and Haidian District. According to statistics, among the number of students admitted to Beijing in 2019 at Peking University and Tsinghua University, the total number of people in Haidian District and Xicheng District accounted for 81.2%.

A parent who has a house in Wangjing said that his son's kindergarten is studying in Wangjing, but when he was in elementary school, his classmates basically went to Xicheng District and Haidian District. Now, after the release of the new policy in Xicheng District, it also means that the six districts of Beijing will fully implement the "multi-school zoning" and "six years and one degree" initiatives. When Xicheng District and Haidian District stand on the same starting line again, how should parents choose in the future?

From the perspective of the school district house itself, Zhang Dawei believes that the formation of "cow small" is not achieved overnight, and it needs long-term accumulation, so whether it is Haidian District or Xicheng District, most of the corresponding school district houses are old houses. However, since Haidian District is located in the fourth ring road, the unit price is relatively low. According to the chain home network, the average price of second-hand houses in Haidian District is 80,000 yuan / square meter.

Although there is a big gap between the prices of Xicheng District and Haidian District, Wang Lei (pseudonym) prefers school district houses in Xicheng District and in 2016 purchased a small school district house outside the fuxing gate of the Yuetan area of Xicheng District for 85,000 yuan / square meter (total price of 4.9 million yuan). Wang Lei believes that compared with Haidian District, the educational resources of the schools around the Yuetan area where her house is located are more balanced, and if it is not necessary to specify which cattle are small, in fact, it will hardly be affected by the "multi-school zoning" policy, but it may be positive, because it may be divided into better schools. In addition, Wang Lei's house is close to the Children's Hospital, so there is no fear that the house will depreciate. According to the chain home network, the unit price of today's house has been located between 110,000 yuan / square meter - 120,000 yuan / square meter.

From the perspective of further education, there are slight differences between Xicheng District and Haidian District. In Xicheng District, high-quality primary schools can go straight to junior high schools in one step. Taking Beijing Lei Feng Primary School as an example, after graduating from primary school, you can go directly to Sanfan Middle School or Beijing Thirteenth Middle School Branch. In Haidian District, if you want to enter the top 6 schools (referring to: Renmin University Affiliated Middle School, Peking University Affiliated Middle School, Tsinghua Affiliated Middle School, ShoushiDaFu Middle School, Eleventh School and 101 Middle School) when graduating from primary school, you need to rely on test results, and other junior high schools rely on computers to assign seats.

Although all students do not study easily, if you only look at the beginning of the primary school, the learning pressure in Haidian District is higher than that in Xicheng District. Li Long said that from the feedback of parents, students in Haidian District are relatively hard, which can also be seen from the training institutions around Haidian District.

According to the North Evening New Vision report, with Haidian Huangzhuang Subway Station as the center, almost every building and office building within a radius of 1 kilometer is distributed with various types of off-campus training institutions, and some training institutions even have two "campuses" in the adjacent two buildings.

In addition, many families want to juggle their children's studies and their parents' work at the same time. When New Real Estate Finance visited Xicheng District, it met a couple aged about 50. It is understood that the couple lives in Chaoyang District, although the price of the house in Haidian District is lower, the couple still wants to replace a small school district house in Xicheng District with a 150-square-meter house in Chaoyang District, because their son works in Xicheng District.

From a work point of view, there is a difference in the positioning of Xicheng District and Haidian District. Xicheng District is full of government agencies and large financial institutions, while Haidian District is a high-tech industrial zone that integrates science and technology, intelligence, talents and information resources, and is a high-tech industrial zone represented by Tsinghua University and Peking University. For many ordinary families, Haidian District can better meet the needs of parents to work and children to learn.

Zhang Dawei said bluntly that the choice of Haidian and Xicheng depends on personal needs, but it is impossible to solve the problem of children becoming talents by buying a suite.

Will house prices fall or not?

Although school district housing is linked to school, school district housing is essentially a house. Therefore, after the release of the "multi-school zoning" policy in Xicheng District, a round of discussion on whether to reduce prices or not has been set off on the Internet.

The sound is not the same. Li Long believes that school district housing may decline. Because Haidian District and Dongcheng District, which have implemented the "multi-school zoning" policy, there has been a price reduction of about 10% for school district housing.

Zhang Dawei did not agree with this. He said that Haidian District did fall by 10%, but the main reason was not the "multi-school zoning" policy. Since the "317" policy in 2017, house prices in Beijing have fallen, including Haidian and Xicheng, mainly because of changes in credit policies.

However, Zhang Dawei admitted that on the whole, the Beijing property market is still strictly regulated, because most of the school district buyers belong to the second suite, and under the premise of strict control of leverage, the market price is difficult to rise in an all-round way, but it is expected that before the end of July, there will be a round of obvious transaction volume increase in Xicheng District, and the price also has a trend of small fluctuations.

So, after the weakening of the aura of school district housing, what can support house prices? The communities managed by Tan Xiangjun, deputy general manager of Fenghui Property, all belong to the school district housing of the corresponding Hongmiao Primary School, but he believes that the school district, location, and property services are all important factors affecting housing prices, and after the halo of the school district weakens, the proportion of the other two will increase in the future. "Especially after the epidemic, people's requirements for property services are increasing."

Recently, the Ministry of Education has given a reassuring pill to the impetuous and restless xicheng family. Zhang Dawei said that in fact, the "multi-school zoning" policy has little impact. Because if you don't buy a school district house, you must not be able to go to school (counterpart primary school), and if you buy a school district house, you can't go to school (counterpart primary school). At present, several districts that have implemented policies have not been able to go to school.

However, Li Tian told New Real Estate Finance that after May Day, the heat of finding a house in Xicheng District has declined, and the usual flow of people is not much. On the afternoon of May 18, during the stay of a chain store in the financial street area, New Real Estate Finance noticed that two groups of customers left, two groups of customers visited for consultation, and a group of customers were talking in the conference room.
