In 1940, the Dalian Gendarmerie arrested and tortured more than 2,300 laborers on charges of "adultery with the Communist Party", and inflicted inhumane punishments such as "pouring cool water" and "pressing the bar", and countless workers were persecuted to death. In February 1944, the Fengtian Gendarmerie arrested 35 patriotic teachers and students of the Fengtian No. 3 National High School, detained them in a small detention center, and interrogated them by pouring cold water, hanging on the top, beating, kicking, hanging, and stripping them naked and freezing. Most of the people were then killed. In 1945, the Fengtian Gendarmerie arrested 21 patriotic teachers and students of the Fengtian 4th National High School and were killed.

2. Arrest and kill innocent people.

From March 1932 to October 1933, the Japanese puppet military and police xian te slaughtered more than 60 anti-Japanese soldiers and civilians in 49 villages at the junction of Kaiyuan, Qingyuan, Xifeng and other counties. In Changtu Bamian City alone, 28 local people were killed and their heads hung at the head of the county town and in various villages and towns for public display. In July 1938, 7 people, including Zhuang Yachen, the pseudo-village chief associated with the Anti-Japanese League, were arrested and killed in Zhongxing Village, Xifeng County. From late February to March 1939, the Japanese pseudo-police constitution persecuted innocent people on charges of "economic criminals." The husband of Aunt Sun, a resident of Laoguabao in Shenyang's Dadong District, was beaten to death by the Japanese and puppet military and police for eating a meal of rice. Aunt Sun's two children also died of fright, and a meal of rice caused the family to be destroyed. At the end of 1944, Li Yupu, a villager in Tingliuhe, Laoting County, Hebei Province, was preparing to go to Changchun to find his brother-in-law who was a deputy manager of Manmeng Co., Ltd., and when he was waiting for a car in the Shanhaiguan shed, because he looked east and west, he was immediately taken to the police escort team for interrogation, and then sent to the Jinzhou gendarmerie and killed.

3. Kill anti-Japanese generals and suppress anti-Japanese armed forces and party organizations.

From April 1935 to October 1937, Saburo Miura and Bojiro Kato, the leaders of the Fengtian Gendarmerie, commanded the headquarters of the Fengtian Gendarmerie, the Gendarmerie Detachment within the city, and the Huanggutun Gendarmerie Detachment, searching and arresting more than 200 Chinese anti-Japanese armed men and killing them all. From May 1936 to October 1936, Japanese gendarmes and Japanese police in Fengtian killed 51 Chinese anti-Japanese fighters on eight occasions. Of these, 8 were arrested by the gendarmerie in Tianbei Market, industrial zone and Huanggutun; 10 were arrested by the pseudo-police in the taitiannan market annexes and in the areas under the jurisdiction of various sub-stations; and 33 were arrested at stations and trains of the Fengshan and Fenggu railways. On September 7, 1936, Li Xiangshan, the head of the Huanren County CPC Committee, and Leng Yuchun, a staff member of the Huanren County CPC Committee, were arrested, and 150 members of the Huanren Branch of the Beiping Baohui, an anti-Manchu anti-Japanese group headed by Meng Jiwu, director of the Huanren County Education Bureau, were arrested. More than 70 underground CCP members were arrested in Jinzhou, more than 10 were sentenced to death, and more than 20 were sentenced to fixed-term imprisonment. In October 1937, the Fushun Gendarmerie arrested 29 CCP members, of whom 13 were killed and 4 sentenced, destroying the FUshun County Committee.

In December 1941, the Kwantung Gendarmerie Command commanded the gendarmerie units of Fengtian, Jinzhou, Jilin, Harbin, Qiqihar and other places to conduct a large-scale search and arrest of underground anti-Japanese organizations led by the Communist Party of China, and more than 700 people were arrested, of which more than 200 were killed. In January 1942, the Fengtian Gendarmerie destroyed the Chinese Communist Party's underground radio station at Baitapu on the outskirts of Fengtian and shot and killed two telegraph operators. In January 1944, the Fengtian Gendarmerie arrested 59 members of the peasant anti-Japanese patriotic underground organization in Andong County, 39 of whom were sent to the pseudo-Fengtian High Court for long sentences. In May and June 1944, the Fushun Gendarmerie Detachment used the code name of "Hot Wind Work" to reconnoiter the CCP underground organization in the Fushun Coal Mine and arrested 12 people. Four of them were killed at Kubo Square in Fushun City, and eight others were killed in early November.
