Li Xincao, who fell into the water, is a sophomore at a university in Kunming. Fifty minutes later, Li Xincao's family received a call from the police saying that Li Xincao had "committed suicide by jumping into the river with someone." Li Xincao's mother was incredulous. Because before this, the optimistic and cheerful daughter had never behaved unusually, and on September 8, she was still on the phone to discuss the purchase of tickets for the eleventh holiday.
In shock and doubt, at about 4:30 in the morning, Li Xincao's cousin, who lives in Kunming, first came to the Gulou police station. At the police station, she met three other people who were with Li Xincao before the incident. It is understood that these three people are Li Xincao's classmate and roommate Ren Moushen, and Ren Moushen's two male friends Li Mouhao and Luo Bingqian.
Cousin Li Xincao said that Luo Bingqian swore to her that they did not touch any contraband, did not beat her, did not quarrel, and "did not press her to drink." The police officer on duty said that Li Xincao committed suicide by getting drunk.
From the beginning of receiving a call from the police saying "meet and commit suicide", to the "drunken suicide" said by the police at this time, and the statements of the other three parties, Li Xincao's cousin felt incredible.

In surveillance video between 23:00 and 23:45 on September 8, Li Xincao and three other people were drinking and playing with their mobile phones. The family did not look at the back of the video at the time. According to Li Xincao's cousin's recollection, on the same day, Li Mouhao, Luo Bingqian, Ren Moushen, and his mother, a total of four people, were also called to the police station to meet with their side and "mediate." However, several parties did not reach an agreement on this meeting.

On the same day, the Panlong Public Security Bureau of Kunming City issued a circular, saying that "a working group was immediately set up to verify the situation reflected by netizens and the results of the verification were announced to the public in a timely manner." The content of the police report shows that at about 2:04 a.m. on September 9, the police received an alarm, and Li Xincao jumped into the Panlong River.
About 4 minutes later, the police arrived at the scene to search and rescue, and took Ren Moushen, Luo Bingqian, and Li Mouhao, who were traveling with Li Xincao, to the Gulou police station for investigation.
At about 7:20 a.m. on September 11, a female body was found at the East Pier of Dianchi Lake, which was identified as the body of Li Xincao, a sophomore girl. Since then, the Panlong public security organs have launched an investigation into the police situation.
On September 16, Li Xincao's cousin Chen Mou went to the public security organs to report that Li Xincao was molested before falling into the water, and the Gulou police station was investigated.
On October 10, Li Xincao's mother applied to the police for an autopsy in writing.
On October 13, the Forensic Appraisal Center of Kunming Medical University performed an autopsy on Li Xincao's body, and the Yunnan Public Security Forensic Appraisal Center and the Kunming Medical University Forensic Appraisal Center conducted inspection and appraisal of the specimens.
On October 14, the Kunming Municipal Public Security Bureau promoted the establishment of a special case team headed by the deputy director in charge of the Municipal Public Security Bureau to file and investigate Li Xincao's death; the municipal procuratorial organs simultaneously intervened in supervision.
