On the morning of 26 October, the opening session of the 11th Cpc Henan Provincial Congress was held, and Comrade Lou Yangsheng made a report to the congress on behalf of the 10th Henan Provincial Committee.
The report pointed out that Luoyang, as a sub-central city of the Central Plains Urban Agglomeration, should anchor the trillion-level economic aggregate target, form a new growth pole for high-quality development in the province as soon as possible, develop in concert with Sanmenxia and Jiyuan, build a demonstration zone for transformation and innovation development in western Henan, support the construction of a sub-central city in Nanyang, cooperate and interact with Xinyang and Zhumadian to build an efficient ecological economy demonstration zone in southern Henan, support Shangqiu and Zhoukou to build a demonstration zone for industrial transfer in eastern Henan, and support Anyang, Hebi and Puyang to build a cross-regional coordinated development demonstration zone in northern Henan.
"One of the changes that attracted attention at this party congress was the rearrangement of the province's regional development strategy." In an interview, Geng Mingzhai, president of the Central Plains Economic Development Research Institute, said.
In his view, Sanmenxia and Luoyang are closely linked to each other, while the industrial structure is heavy, and the coordinated realization of innovative structural transformation is a common task facing the two places, and Sanmenxia is included in the metropolitan circle centered on Luoyang, and the coordinated development and joint promotion of Luoyang are more efficient.
The elevation of Nanyang to the status of a sub-center is in line with the actual development of Nanyang and also meets the requirements of high-quality economic development in Henan Province. Nanyang is far from the center, whether it is the area, population, economic volume has weight, is closer to Hubei, Shaanxi, Chongqing and even Sichuan, has the advantage of relative independence and coordinated development of provincial border areas, or the intersection of multiple multi-directional traffic channels, has formed a hub. The inclusion of Zhumadian and Xinyang in the Nanyang synergy system mainly considers factors such as spatial proximity and similar industrial structure.
Shangqiu has become a comprehensive transportation hub second only to Zhengzhou, the hinterland is relatively large, the economic vitality in recent years is relatively strong, together with Zhoukou is a bridgehead for the development of the Yangtze River Delta, its status and importance needless to say, the two have great potential for development.
Anyang, Puyang, Hebi and other three cities in northern Henan, in the past all belonged to the Anyang area, the economic and social ties are close, is Henan's "north gate", facing the forefront of the development of Beijing- Tianjin-Hebei, has always been the standard of integrated development.
"Generally speaking, the report of the party congress is on the basis of fine-tuning, the regional development strategy of Henan has been rearranged, and the original five major regional models such as Zhengzhou and Luoyang, the three cities of northern Henan, Nanyang and Huanghuai have been rearranged, and the most important thing is to divide the four cities of Huanghuai, of which Zhumadian and Xinyang are included in the Nanyang sub-center system." Geng Mingzhai said.
