Among them, Tianhe County sold the "white sugar" (Bailian Sugar Trademark, production date: 2021-01-20) sold by Hetiantianle Supermarket and nominally produced by Liuzhou Guli Ice Sugar Co., Ltd., with a color value detection value of 158 IU and a standard of not more than 150 IU.
Color value is the physical and chemical embodiment of the appearance of sugar, one of the important indicators for evaluating the quality of sugar, a reflection of the amount of impurities, and a reflection of the level of production technology. "White Sugar" (GB/T 317-2018) stipulates that the standard value of the color value of first-class white sugar is ≤150IU. The main reason for the unqualified color value may be that the production process conditions of the enterprise are not well controlled, the clarification link is not in place, or the product storage environment conditions are poor.
In addition, according to the penalty decision issued by the Liuzhou Municipal Market Supervision and Administration Bureau on July 21, 2021 (penalty decision document number: Liushi Supervision Office Zi [2021] No. 36), Liuzhou Guli Ice Sugar Co., Ltd. produced and sold unqualified products passing off as qualified white sugar (net content: 400 grams, production date: 2021/01/20), violating the provisions of article 26, paragraph 2, item (3) of the Product Quality Law of the People's Republic of China. The Liuzhou Municipal Market Supervision and Administration Bureau imposed the following administrative penalties: confiscation of illegal gains of 1175.00 yuan; confiscation of 32 bags of unqualified white sugar; and a fine of 5737.50 yuan for 1.5 times the value of unqualified products. The total amount of fines and forfeitures is 6912.50 yuan.
After inquiry, Liuzhou Guli Ice Sugar Co., Ltd. has also been punished for using food additives beyond the scope and publishing false advertisements:
According to the penalty decision issued by the Luzhai County Market Supervision and Administration Bureau on June 17, 2021 (penalty decision document number: Lushi Supervision Office Zi [2021] No. 61), Liuzhou Guli Ice Sugar Co., Ltd. used the food additive caramel color (ammonium sulfite law) in the production of "old brown sugar", which violated Article 34 of the Food Safety Law of the People's Republic of China and is an illegal act of producing and operating food that uses food additives beyond the scope.
The Luzhai County Market Supervision and Administration Bureau imposed the following administrative penalties: ordered to make immediate corrections; confiscated 20 barrels of "caramel color (ammonium sulfite method)" and 23 boxes of food "old brown sugar" that used food additives beyond the scope of production and operation, and fined 10,000 yuan.
According to the penalty decision issued by the Luzhai County Market Supervision and Administration Bureau on February 24, 2021 (penalty decision document number: Lushi Supervision Office Zi (2021) No. 16), Liuzhou Guli Ice Sugar Co., Ltd. was warned for not establishing and complying with the system of leaving samples of food from the factory.
According to the penalty decision issued by the Luzhai County Market Supervision and Administration Bureau on November 23, 2020 (penalty decision document number: Lushi Supervision Office Zi (2020) No. 142), Liuzhou Guli Ice Sugar Co., Ltd. sold and promoted its products on the company's website with the advertising words "no additives", but the company added "low sulfurous acid sodium" to the sugar and filtration process when producing monocrystalline rock sugar and polycrystalline rock sugar, which played the role of bleach, preservative, loose agent and antioxidant. This act violates the relevant provisions of the Advertising Law of the People's Republic of China and belongs to the publication of false advertisements.
The Luzhai County Market Supervision and Administration Bureau imposed the following administrative penalties: ordered to stop publishing advertisements and eliminate the impact within the corresponding range; fined 2,800 yuan.
