From February 2019 to July 2020, Zhang Jipeng, then secretary of the party group and director of the Subei County Emergency Management Bureau, had the problems of multiple meals, excessive escorts, no official letter (notice) reception, and no reception approval form in the official reception activities, and received meals 12 times in violation of the law, and the reception expenses were reimbursed in violation of the law by 13,028 yuan. Zhang Jipeng also has other disciplinary problems. In January 2021, Zhang Jipeng received a severe warning from the party. The offending funds have been returned.
