The local epidemic situation in Hong Kong has been "cleared" for more than 40 days, and the Chief Secretary for Administration, Lee Ka-chiu, recently led a delegation to Shenzhen to attend the docking meeting on epidemic prevention and control in the mainland and Hong Kong to discuss customs clearance between the two places, so that all walks of life in Hong Kong can rekindle their expectations for "customs clearance".
Customs clearance is no longer "far away", and issues related to customs clearance and the Hong Kong version of the health code are also the focus of attention of many members of the Legislative Council today (29th).

Regarding the progress of the launch of the Hong Kong version of the "health code" system and how to apply it after customs clearance, the Secretary for Food and Health, Chan Siu-chiu, said that the Office of the Government Chief Information Technology Officer, which developed the "Hong Kong Health Code", has been working with the technical team of Guangdong Province and Macao Health Code to prepare for customs clearance.
"The authorities have upgraded the health code transcoding system of Guangdong, Hong Kong and Macao, adding vaccination records to the transcoding function, and making technical preparations to support the gradual resumption of resident exchanges between the three places, and the customs clearance arrangements of the three places can be put into service immediately after the implementation."

Some readers may wonder, didn't the SAR government already complete the development of a transcoding system for health codes in November last year?
Haven't people who arrive in Hong Kong through "Easy-to-Return" and "Easy-to-Hong Kong" already have the test results directly transferred to the "Health Declaration Platform" in Hong Kong through the transcoding system?
Isn't this Hong Kong's "health declaration platform" the Hong Kong version of the health code?
Not really. In fact, the delay in launching the Hong Kong version of the "health code" has always been a major obstacle to Hong Kong's epidemic prevention and customs clearance.
There are always only two health declaration platforms in Hong Kong, namely "Travel with Peace of Mind" and "Smart Peace of Mind".
The actual effect of these two applications is actually quite limited.
Legislative Council member Leung Chi-cheung once pointed out that "traveling with peace of mind" belongs to the "warm reminder". After the outbreak, the system will prompt the user to cooperate with the mandatory test.
Neither of them has the role of real-time monitoring of the mainland's "health code" and timely display of citizens' travel records and health status.

In fact, for the Hong Kong version of the "health code", legislative council members have also been calling for it to be launched as soon as possible and promote customs clearance as soon as possible.
Lin Jianfeng of the Democratic Union said that the government should familiarize Hong Kong citizens with the Hong Kong "health code" before customs clearance, fearing that it will be launched after customs clearance, in case the system goes wrong, it will cause chaos.

Legislative Council member Leung Chi-cheung said that he was optimistic about customs clearance between the two places, and he called on the Government to take public health as the starting point to implement the necessary control of epidemic prevention, which is beneficial to the hong Kong community and believes that most citizens will support it.

Liang Xi, a member of the National Association for the Study of Hong Kong and Macao, pointed out that macao has two favorable factors for clearing customs with the mainland in the morning. First, Macao has a smaller population than Hong Kong, and the government's governance is relatively strong, and it has twice implemented mandatory national testing, demonstrating its determination and ability to block the community transmission chain in a short period of time. In Hong Kong, on the other hand, only cases can be tested on a regional basis, ignoring cases omitted due to population movement.
Second, secondly, Macao, like the Mainland, has introduced a "health code" to facilitate the traceability of relevant cases and make targeted deployments. On the contrary, Hong Kong has been discussing privacy issues, which has led to a failure.
In an interview on 27 July, Legislative Council member Chen Hengpeng said that Macao has already achieved customs clearance with the mainland early on the morning, which has made many Hong Kong people very envious. Chan Stressed that Macao's prevention and control measures have closely followed the pace of the central government, including the implementation of thorough and comprehensive testing and the use of "health codes", while Hong Kong's long-term voluntary testing has made it impossible to jointly prevent and control between the two places, so it has been delayed in customs clearance.
