King Cheng of Zhou held a general meeting of princes in Qiyang (Fengxiang, Shaanxi), and the princes with the same surname (the monarch of the country within the state) all had seats; Xiong Xuan was also a prince of the Zhou Dynasty, but he was not eligible to participate.

Since the Chu state was responsible for paying tribute to the rice chestnuts, xiong xuan was assigned a number of tasks: "placing the grass" (erecting a bundle of buds to filter the wine residue) at the venue, "setting up a wooden sign indicating the number of seats), and "guarding the torch" (guarding the torch in front of the court) with the Xianbei patriarch.
