Guo Feng pointed out that all levels and departments should use their hearts and feelings to exert their strength, rely on wisdom, responsibility, and responsibility to do a good job in the work of petitioning and maintaining stability, and ensure that nothing goes wrong. All levels and departments should put in place the responsibility for petitioning and maintaining stability, compact it to the people, personally arrange it by the number one person, and specifically implement the person responsible for subcontracting. It is necessary to implement a wartime mechanism, regularly study and judge the work of petitioning and maintaining stability, pinpoint the crux of the problem, and make up for shortcomings. It is necessary to establish a system of regular meetings on petitioning and maintaining stability, and achieve the linkage effect of various departments through analysis, communication, and consultation, and effectively resolve petitioning cases. All subcontracted cadres should visit households regularly, carry out their work patiently and meticulously, find out the reasons for petitioning, and make every effort to resolve them according to the policies of each person, one person and one policy. At the same time, it is necessary to strictly implement the "four determinations and four guarantees" responsibility system, grasp the ideological status and dynamics of petitioners in a timely manner, and must not run out of control and leak the pipe.
