Wuhan, 23 Oct (Xinhua) -- On 23 October, the Hubei Provincial Public Security Department issued the "Circular on Urging Fugitives to Surrender Themselves" (hereinafter referred to as the "Circular"), urging suspects involved in drugs, guns, pornography, gambling, and fraud to surrender themselves as soon as possible, and the period for surrendering is from the date of the issuance of the circular to December 31 this year.

In order to severely crack down on the illegal and criminal activities of "poisonous guns, yellow gambling and fraud", the Hubei public security organs launched a special operation on July 25 this year to strike hard and rectify prominent public security problems, punish illegal crimes in accordance with the law, and vigorously pursue the relevant fugitives involved in the case. At the same time, it is necessary to implement the criminal policy of blending leniency with severity, and give those who are on the run the opportunity to reform themselves and strive for leniency.

The "Circular" points out that where a fugitive truthfully confesses his crime, he or she may be given a mitigated or mitigated punishment in accordance with law; where the circumstances of the crime are relatively minor, the punishment may be waived in accordance with law. In addition, where fugitives report or expose the criminal acts of others, and where they are verified to be true, as well as provide important clues, so as to be able to crack other cases, or actively assist the public security organs in capturing other fugitives, and other meritorious performances, they may be given a mitigated or mitigated punishment in accordance with law; where they have major meritorious performance, the punishment may be mitigated or waived in accordance with law.

Due to objective reasons, if I cannot surrender to the judicial organs within the prescribed time limit, entrust others to surrender on my behalf, or surrender by letter, telephone, telegram, e-mail, etc., and if I subsequently appear in the case, it is deemed to be an automatic surrender. Those who flee after committing a crime, voluntarily surrender in the process of being wanted or pursued, and those who are confirmed to be ready to surrender, or who are caught by the public security organs on the way to surrender, are deemed to have voluntarily surrendered. Those who have been advised or accompanied to surrender by relatives or friends, or who have sent fugitives to surrender after relatives or friends have voluntarily reported the case, are deemed to have voluntarily surrendered.

The "Circular" points out that no individual or company, enterprise or group may provide a fugitive with a hiding place, property, transportation, or means of communication, or provide him with information or false certificates to shield him, or provide other convenient conditions to help him escape. All citizens who have knowledge of the situation and information of the fugitives have the obligation to report and expose them to the relevant organs, and the relatives and friends of the fugitives shall actively persuade them to surrender themselves as soon as possible. Public security organs will protect and preserve the confidentiality of whistle-blowers in accordance with law.
