Comrade Gan Ying was born in November 1923 in Beijing. After the founding of New China, he successively served as the head of the Factory Branch of the Organization Department of the Beijing Municipal CPC Committee, the head of the Cadre Section of the Industrial Department of the Beijing Municipal CPC Committee, the deputy director of the Cadre Department of the Propaganda Department of the Beijing Municipal CPC Committee, the deputy director of the Health Department of the Health and Sports Department of the Beijing Municipal CPC Committee, the deputy secretary of the Party Committee of Beijing Tongren Hospital, the standing committee member of the Beijing Municipal Discipline Inspection Commission, and the vice chairman of the Sixth and Seventh Committees of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference.
