Half of the team had experience in poverty alleviation

On 30 June, the task force was officially stationed in Yonghe Town, and since then, residents near the town government have often seen people wearing straw hats entering and leaving.

Yonghe Town is located in the east of Xingning City, Meizhou, 8 kilometers away from the city, 205 National Highway, Meihe Expressway, Xingshe Expressway, East Ring Avenue runs through it, the transportation is convenient, the geographical location is relatively superior. Yonghe Town originally had four provincial designated poor villages, after several rounds of poverty alleviation, at the end of 2019, the town established a file to build a file and a card poor household 1342 people all achieved poverty alleviation, the poverty alleviation rate of 100%.

Although it has been lifted out of poverty, there is still a lot of room for improvement in the comprehensive strength of Yonghe Town. Improving the level of poverty alleviation results and consolidating and expanding the effective connection between poverty alleviation and rural revitalization have become important tasks for the town.

Liang Xiaojun is a fourth-level researcher and captain of the provincial local volunteer office, and for more than a month, she has led the team members to walk in the alleys and tail fields of Yonghe, and has repeatedly discussed development plans with Zeng Bo, secretary of the yonghe town party committee. In her view, in the early stage of the work of rural revitalization in the town to help the town and the village, the task force should be a good liaison and researcher, "that is, to fully understand the village and town conditions, continue to consolidate the original results of poverty alleviation, and find a rich people's industry that can develop and grow." ”

Feng Yuping, the director of the Party and Mass Work Department of Guangdong Unicom, has many years of grassroots work experience in Xingning, and as a native of Meizhou, he is easier to communicate with local villagers. However, the three people invariably pointed out that there is a big difference between poverty alleviation work and rural revitalization work in towns and villages, and one of the big changes is the way of helping people. "In the past, the targeted poverty alleviation I participated in was point-to-point help, and now it is group-style paired assistance." Feng Yuping said that in addition to the backbone sent by the provincial local volunteer office and the Guangdong Unicom Company, there are also financial assistants sent by the provincial agricultural bank and science and technology commissioners sent by the provincial science and technology department.

In Liang Xiaojun's view, the task force is composed of members of different units, and the different professional backgrounds of the team members make the task force more comprehensive and balanced when considering the problem, and there are post-60s, post-70s, post-80s and even post-90s team members, which have the advantage of age structure.

"Next, we must become instructors, supervisors and propagandists as soon as possible, and form a joint force with town and village cadres to help rural revitalization." For the next work, Liang Xiaojun put forward his own requirements.

"Take the pulse" for the leading industry in the village

"We're here to find problems and solve them." This is a phrase often said by the members of the task force.

On August 11, Liang Xiaojun led the team to Dacheng Village in Yonghe Town, this time they will "take the pulse" of the village's characteristic aquaculture industry.

Located in Dacheng Village, Qinfeng Ecological Breeding Co., Ltd. is a characteristic breeding enterprise that uses low-lying land to plant lotus roots, raise fish and raise lake ducks in lotus root ponds. In recent years, under the careful care of the boss Zhang Wendong and his wife, the company has become a large scale and has gradually become the leading industry in the village.

Zhang Wendong introduced that at present, the company's base has more than 500 acres of lotus root, breeding a large number of lake ducks, with an annual output of more than 200,000 lake duck seedlings, always adhering to the one-stop service of production and marketing, and the products are mainly sold to major hotels, restaurants and farms in Xingning, and the supply is in short supply.

However, for such a mature industry in the village, Liang Xiaojun led the team to find a problem after many investigations: there is no loud brand, and the added value of the product is too low.

"The development momentum is good, and the boss is also down-to-earth, but it can still grow and develop." Liang Xiaojun said that at present, the industry is mainly concentrated in the production stage, facing the problems of insufficient management manpower, short industrial chain, and low added value of products. "Such a high-quality product, if you can create a brand, out of Xingning City, the driving effect on the village will be great." Liang Xiaojun said.

The industry is weak, the added value of agricultural products is low, and the problems existing in Qinfeng Ecological Breeding Co., Ltd. reflect the problems faced by the industrial development of Yonghe Town from the side. The task force visited Lanpai Village and found that the processing and manufacturing industry in the village has not been able to form a brand and industrial chain, and its economic benefits are low, and it has gradually shrunk, and there is currently a large outflow of population.

Another major shortcoming of the town is the loss of labor. "Population reduction means the outflow of labor, the lack of labor, the development of local industries will have a relatively large resistance." It should also be noted that the hollowing out of villages will reduce the collective income of villages and aggravate the abandonment of farmland. Feng Yuping said.

Over the past month or so of investigation, the village-based task force stationed in Yonghe Town has held that there are common problems such as different degrees of labor outflow, hollowing out of villages, low added value of products, weak industrial base, and farmland abandonment, but due to differences in the geographical environment and traffic conditions of each village, the degree of development of different villages is not the same, and there are their own dilemmas.

"The internal development of Yonghe Town is uneven, the southwest is flat, the population is relatively dense, and the development situation is better than other places, how to balance the development of the villages in the town is worth thinking about." Sow the seeds of rural revitalization

On Liang Xiaojun's desk, relevant materials such as village situation reports and rural revitalization were stacked high and low. Liang Xiaojun said that as the first batch of teams stationed, they want to plant a seed of revitalization and let it take root.

For example, with regard to problems such as weak industries and labor loss, the task force suggested that enterprises should improve product quality, improve production technology, adopt advanced marketing models, maximize the economic value of products, increase the added value of products, promote the development of related industries, promote the return of labor force, and strive to maximize economic and social benefits; on the issue of farmland abandonment, the task force believes that the vanguard and exemplary role of village committees, township sages, and party members should be brought into play, and the strength of the masses should be gathered to do a good job in recultivating abandoned farmland.

"In order to promote the solution of town and village problems, the task force will give full play to the special advantages of the support units on the basis of adapting measures to local conditions." Liang Xiaojun said.
