A few days ago, the State Council issued the "Notice on Deepening the Reform of "Separation of Licenses and Licenses" to Further Stimulate the Development Vitality of Market Entities. The notice clarifies that from July 1, 2021, clinics will no longer apply to the health department for approval of settings, and will directly handle the filing of clinic practice.
As early as 2019, Nanjing was listed as the only pilot city for clinic filing in Jiangsu Province. In order to successfully complete the reform task, promote the healthy development of the clinic, and give play to the important role of the clinic in the medical service system, in November 2019, the Nanjing Municipal Health Commission drafted the "Nanjing Pilot Implementation Plan for Promoting the Development of Clinics" (hereinafter referred to as the "Plan"), and repeatedly solicited opinions and suggestions in writing from the Municipal Development and Reform Commission, the Municipal Finance Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Medical Security Bureau and the health and health administrative departments of various districts to provide a basis for formulating policies.
At the end of 2019, the Nanjing Municipal Health Commission issued the Notice on the Filing Standards for the Pilot Reform of Clinics in Nanjing (hereinafter referred to as the "Standards"), which stipulates the conditions, filing materials, and filing procedures for running clinics. Unified standard processes at the municipal and district levels to improve the efficiency of filing. And held a press conference to inform the pilot work of promoting the development of clinics in Nanjing, interpreting and analyzing the characteristics of the implementation plan and how to avoid the problems existing in the development of clinics in the past, so that more people can understand the progress of the clinic filing pilot for the first time.

After the issuance of the Standard, the Nanjing Municipal Health Commission adopted a two-track approach to ensure a smooth transition. First, clinics that have obtained a Medical Institution Practice License before the implementation of the Standards may independently choose to retain the Medical Institution Practice License or file and register in accordance with the provisions of the Standards. The modification, verification, cancellation and other matters of clinics that retain the "Medical Institution Practice License" shall be handled in accordance with the original standards; the clinics that have re-filed and registered shall be managed in accordance with the new "Standards". Second, after the new standard is applied, the clinic is no longer approved according to the old standard.
