On October 9 of the same year, the first meeting of the First National Committee of the Chinese Political Consultative Conference was held at the Zhongnanhai Qinzheng Palace, and member Ma Sulun, then minister of education of the State Council, believed that the People's Republic of China had been established and should no longer use the "Double Ten" of the Republic of China as the National Day, and suggested that October 1 should be designated as the anniversary of the founding of the People's Republic of China. Ma Sulun was unable to attend the meeting of the day due to illness, and he entrusted Member Guangping to bring it to the meeting. At the meeting, Member Xu Guangping spoke: "Member Ma Sulun cannot come on leave, and he entrusted me to say that there should be a National Day for the founding of the People's Republic of China, and I hope that this Association will decide to designate October 1 as the National Day." ”

Member Lin Boqu also spoke in agreement and asked for a discussion and decision. Chairman Mao Zedong said: "We should make a proposal, propose it to the government, and let the government decide." On the same day, the meeting unanimously resolved to adopt the proposal "Request the Government to Designate October 1 as the National Day of the People's Republic of China, instead of the Old National Day of October 10", and sent it to the Central People's Government for adoption and implementation.

The next day, October 10, the People's Daily reported on the front page of the news of the first plenary session of the CPPCC National Committee under the headline "Recommend that the Central People's Government designate October 1 as the national day of the People's Republic of China."
