Recently, Liang Jiezhao, member of the Standing Committee of the Dongguan Municipal Party Committee, secretary of the Political and Legal Committee, and commander-in-chief of the Municipal Wisdom Network Dispatching Center, organized a special research symposium on rental housing to understand and grasp the current situation of rental housing management in Dongguan, analyze the existing problems, and plan the next step.
More than 20 people attended the meeting, including the Political and Legal Committee of Dongguan Municipal Party Committee, the Municipal Public Security Bureau, the Municipal Market Supervision Bureau, the Municipal Housing and Construction Bureau, the Municipal Fire Rescue Detachment, the Municipal Wisdom Network Dispatching Center, and the responsible comrades of the relevant business departments (functional departments), as well as representatives of towns and villages engaged in rental housing management in Humen Town, Gaobu Town, Huangjiang Town and Chashan Town, Dongguan City.
The meeting was presided over by Chen Jun, deputy secretary of the Political and Legal Committee of the Municipal Party Committee, executive deputy commander of the Municipal Wisdom Network Dispatching Center, and first-level researcher. The meeting listened to the briefings, problem analysis and work suggestions of relevant functional departments and representatives at the town and village levels on the management of rental housing. The participants exchanged views on how to further improve the comprehensive management level of rental housing and strive to create a good rental environment for the general public.
Liang Jiezhao pointed out that the Dongguan Municipal Party Committee and the Dongguan Municipal Government have always attached great importance to the management of rental housing, and have specially issued the "Dongguan Rental Housing Public Security and Fire Safety Management Regulations."The party committees, governments, and relevant functional departments of each town street have overcome difficulties, vigorously standardized and strengthened the management of rental housing, and done a lot of fruitful work in grasping basic data, strengthening safety management, and cracking down on illegal crimes, laying a solid foundation for Dongguan City to promote the modernization of social governance.
Liang Jiezhao stressed that it is necessary to continue to solidly promote the management of rental housing from six aspects: First, we must improve our political standing, deeply understand the great significance of cities with trillions of GDP and tens of millions of people, and adhere to the "people-centered" development thinking; second, we must adhere to the rule of law thinking, continue to implement the "Dongguan Rental Housing Public Security and Fire Safety Management Regulations", and use sufficient legal basis to effectively solve complex problems such as rental housing public security and fire safety; third, we must make concerted efforts. Grass-roots public security organs should continue to intensify efforts to crack down on all kinds of illegal and criminal activities, grid administrators should continue to strengthen the daily inspection of rental houses and "three small places", investigate and find all kinds of hidden dangers, functional departments and towns and villages should implement the responsibility of territorial affairs, and do a good job in rectifying problems; fourth, they should select tree models, actively select a number of successful models in the management of rental houses, promote and apply them throughout Dongguan, form a demonstration and driving effect, study and formulate relevant incentive measures and do a good job in implementation; fifth, strengthen scientific and technological support. Strengthen the dynamic monitoring of the flow of rental housing personnel, timely collect and grasp the changes in rental personnel; sixth, we must improve policies and measures, and all relevant departments should coordinate and cooperate to jointly study and formulate supporting incentive measures to ensure the actual lessors of rental housing, the sense of honor and sense of gain of rental housing, etc., formulate a plan for improving the management of rental housing, and promote the upgrading of rental housing management.
Liang Jiezhao demanded that in view of the relevant work suggestions put forward by the participants, the personnel should be organized to continue to study in depth, clarify the work ideas, and form specific measures. All departments at all levels should continue to coordinate and cooperate to ensure that the first level is grasped and the implementation is carried out at each level, and the management of rental housing in Dongguan City is promoted to a new level.
