Chan chi-chung is a city councillor in Kaohsiung City's 10th constituency (former town, xiaogang). He was elected in 2018 with 15,938 votes, and the constituency has an electoral population of about 280,000. According to the provisions of the island's "Election and Strike Law", more than 1% of the voters in the constituency must sign the proposal at the stage of the recall proposal, more than 10% of the voters in the second stage must sign the signature, and in the third stage of voting, the number of votes agreeing to recall must be more than the number of votes that do not agree to the recall, and the number of consent votes must exceed the threshold of 25% of the total number of electors in the constituency.
