In order to supplement and optimize the team of rural doctors and improve the level of rural medical services, in accordance with the provisions and requirements of the Organization Department of the CPC Central Committee and the Ministry of Human Resources and Social Security's "Notice on Further Improving the Open Recruitment of Public Institutions" (Ministry of Human Resources and Social Security [2024] No. 57), the "Interim Measures for Public Recruitment of Personnel in Public Institutions in Anhui Province" and the "Notice on Doing a Good Job in the Recruitment of the Special Program for College Students and Rural Doctors in 2024" (Huaiwei [2024] No. 50), it was decided after research, Carry out open recruitment of college students and rural doctors for the 2024 class of medical college graduates. 1. Recruitment plan

2. Scope and conditions of recruitment

(1) Scope of recruitment

1. 2024 fresh graduates of medical colleges and universities (including medical college graduates who have not yet confirmed their work units during the career selection period);

2. The 2024 class of rural doctors in Suixi County will be entrusted to train graduates.

(2) Recruitment conditions

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws;

3. Good character and willingness to work as a rural doctor for a long time;

4. Have the major required by the position;

5. Have the physical and mental conditions to perform their duties normally;

6. Have a nationally recognized college degree or above in clinical medicine, traditional Chinese medicine, integrated traditional Chinese and Western medicine and other majors, and obtain the corresponding degree;

7. Candidates' household registration must move in before the date of the recruitment announcement.

(3) Those who have any of the following circumstances are not allowed to apply for the examination:

1. Personnel who do not meet the recruitment conditions of the position;

2. Those who have received Party discipline or administrative sanctions;

3. Persons who have been recorded in the creditworthiness archives for violating relevant provisions in open recruitment at all levels and types of organs and public institutions, and the period for recording has not yet expired;

4. Persons who have previously received criminal punishment for crimes, persons who have been dismissed from public office, persons who have not yet completed the period for receiving Party or government disciplinary sanctions, or persons who are under disciplinary review, persons who are in the period of criminal punishment or who are undergoing judicial investigation and have not yet reached a conclusion;

5. Persons lawfully listed as targets of joint disciplinary action for untrustworthiness;

6. Active-duty military personnel, full-time non-fresh graduates of ordinary colleges and universities;

7. Persons in other circumstances who are not allowed to participate in the examination or be hired as staff of public institutions as prescribed by law;

8. Applicants shall not apply for positions that constitute the circumstances listed in Article 6 of the "Provisions on the Avoidance of Personnel Management of Public Institutions" after being hired;

9. In accordance with the relevant national and provincial regulations, the official staff of organs and institutions that are still within the minimum service period.

3. Recruitment Procedures

The recruitment work shall be carried out in accordance with the procedures of announcement, registration, qualification review, written examination, interview, physical examination, inspection, publicity, and employment.

(1) Publish an announcement

(2) Registration

The registration is carried out by means of online registration, and candidates log in to the online registration system (http://sxwjw.pzhl.net) to enter the registration. The registration time is from 8:00 on October 21, 2024 to 17:30 on October 25, 2024.

Applicants log in to the online registration platform (http://sxwjw.pzhl.net) to register, read and sign the "Candidates' Integrity Commitment" online, fill in the "Suixi County 2024 Open Recruitment of College Students and Rural Doctors Registration Qualification Review Form", upload their electronic photos (recent bareheaded frontal ID photo, jpg format, size 295×413 pixels, size 20-100kb), and provide effective communication methods. The information filled in by the applicant must be consistent with his or her actual situation, application conditions and job requirements. Anyone who has passed the qualification examination by fraud and the actual situation does not conform to the requirements of the application conditions will be disqualified from the examination and employment once it is verified.

Each candidate is limited to one position, and must use the same valid resident ID to register and take the test.

(3) Preliminary examination of qualifications

At the same time, the above-mentioned persons should also provide relevant supporting materials (such as household registers, etc.) that can prove their relationship with the family. (5) Written examination

According to the "Interim Measures for Public Recruitment of Personnel in Public Institutions in Anhui Province" and the document No. 293 of the Grassroots Letter [2024] of the State Health Office, the ratio of the number of job applicants to the number of recruitment plans is not less than 3:1.

1. Written test time: 8:30-10:30 a.m. on November 2 (Saturday).

2. Written test location: The written test location is subject to the written test admission ticket.

3. Written test content: knowledge of primary health policy, relevant laws and regulations, basic medical care, preventive health care, public health, etc.

4. Qualified personnel participate in the written test, and the written test score is 100 points, and the minimum passing score line is set at 60 points, and if the score is less than 60 points, the qualification for the interview will be cancelled.

(6) Qualification review

The written test results are in order from high to low, according to the number of recruitment positions, according to the ratio of 3:1 to determine the personnel who participate in the interview for each position, and the last one if there are several candidates with the same written test scores, they will enter the interview together.

The qualification review shall be conducted in accordance with the qualifications stipulated in the recruitment announcement and the photos and information provided by the applicants during the online registration. Those who do not meet the requirements of the qualification conditions or cannot provide the documents and materials as required will be disqualified from participating in the interview. If there is a vacancy in the candidate, the candidate shall be filled in equal amounts within the specified time according to the written test score from high to low score in the same position.

During the qualification review, the applicant shall provide the original valid resident ID card, academic (degree) certificate, relevant certificates and certificates required by the recruitment position, and the registration qualification review form and other materials. Thereinto:

(1) Those who will graduate in 2024 but have not yet obtained their academic qualifications (degree) certificates at the time of qualification review can go through the qualification review with the written certificate issued by the school or the provincial or municipal education department and relevant certificate materials.

(2) If the employer has not been confirmed during the employment selection period stipulated by the state, the applicant must also provide the certificate of the unit where the relevant materials and other relevant materials are located, as well as the written commitment of the person regarding the failure to implement the work unit during the employment selection period.

(7) Interview

The interview is conducted in a structured manner, mainly to examine the candidate's comprehensive quality, professional knowledge, professional (business) ability, management ability and potential. The full score of the interview is calculated according to 100 points, and those with a score of less than 60 points will not be allowed to enter the physical examination and inspection. The interview fee is 80 yuan per person, and the interview notice will be paid on the spot.

If the actual number of candidates participating in the interview is less than or equal to the number of job recruitment plans, the candidates' interview scores must reach 70 points or more or the average score of the candidates who actually participated in the interview in the same examination room on the same day before they can enter the physical examination and inspection.

The order of the interview is determined by drawing lots, the whole process is videotaped, the results are announced on the spot, and the candidates sign and confirm on the spot.

(8) Synthesis of grades

The final score of the examination is determined by the combination of 60% of the written test score of the unified examination and 40% of the interview score. When the results are combined, the written test score, the professional test score and the final test score are converted into a 100-point system, which is retained to two decimal places and rounded to the third decimal place.

Calculation formula: Written test score × 0.6 + interview score × 0.4.

According to the number of recruitment positions planned and the final results of the candidates' examinations, from high scores to low scores, the physical examination and inspection objects of each position will be determined in equal amounts according to the ratio of 1:1 (if the final scores are the same, the higher scores in the written test and interview scores will be preferred.) If the candidates' scores in each subject are the same, the method of additional test will be adopted, and the additional test plan will be announced separately).

(9) Physical examination and inspection

The physical examination shall be organized and implemented by the county human resources and social security bureau and the county health commission. The physical examination work is in accordance with the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission, and the State Civil Service Bureau's Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial) and the Manual for Physical Examination for Civil Servants (Trial) (Ministry of Human Resources and Social Security [2016] No. 140) and the Provincial Party Committee Organization Department, the Provincial Department of Human Resources and Social Security, and the Provincial Department of Health "Notice on Further Standardizing the Physical Examination of Public Recruitment Personnel in Public Institutions in the Province" (Anhui Social Secretary [2013]) No. 208) and other relevant provisions. Those who fail to participate in the physical examination at the designated place at the specified time or fail to pass the physical examination will not enter the follow-up link of recruitment.

Those who pass the physical examination shall be listed as the objects of inspection, and the county human resources and social security bureau and the county health commission shall inspect the morality, ability, diligence, performance, and integrity of the objects in accordance with the prescribed procedures. The inspection time will be notified separately.

If there is a vacancy in the candidates who have passed the physical examination and inspection, in accordance with the prescribed procedures and time limits, among the applicants for the same position, the final score of the examination shall be filled in equal amounts from the highest score to the lowest score, and the replacement shall not exceed one time each.

(10) Publicity

According to the results of the written test, interview, physical examination and inspection, determine the personnel to be hired, and publicize it on the website of the recruitment announcement, and the publicity period is 7 days. After the expiration of the publicity period, if there is no objection or the problem is verified to not affect the employment, the employment formalities shall be handled in accordance with the prescribed procedures after reporting to the relevant departments for approval; If there are problems that have been reported but have not been verified for the time being, the employment shall be suspended, and the decision on whether to hire shall be made after the investigation and conclusion is made; If there are problems that are reported and there is evidence that affects employment, they will not be hired.

(11) Employment management

1. If there is no objection to the publicity or the publicity results do not affect the employment, the personnel to be hired shall be determined, and after the approval or filing shall be submitted for approval or filing in accordance with the prescribed procedures, the township health center shall sign an employment contract with the hired personnel and send them to the village clinic where the employment post is hired.

2. College students and rural doctors included in the establishment of the undertaking shall serve in the village clinic for no less than 6 years (excluding the time for participating in standardized training), and must obtain the qualification of practicing (assistant) physician within 3 years from the date of signing the employment contract.
