The army's business began in the 80s of the last century, and this move made up for the lack of military spending and further improved the material and spiritual life of officers and men; Second, some of the families of military personnel have been resettled, which has increased the family income of officers and soldiers and further improved the quality of life. Third, it has strengthened cooperation with local governments, achieved a win-win situation between the military and the civilian population, and harmonized military-civilian relations. But at the same time, many problems are exposed:
First, it breeds corruption. After the military started doing business, most of the comrades concerned set strict demands on themselves, but a small number of comrades could not grasp themselves, giving rise to problems of economic crime and corruption.
The second is to involve energy. Allowing the military to do business is bound to take care of one at the expense of the other, involve energy, delay the normal work and training of officers and men, affect the combat effectiveness of the troops, and outweigh the losses. At that time, the "group of people" of the Central Military Commission was precisely one of the main reasons for this, so that the army stopped doing business, realized that all the army "ate the imperial grain," and concentrated their energies on going to the training ground.
The third is to influence the relationship. After the military started doing business, the streets were full of officers and men wearing military uniforms, some of whom were not in good clothes, which damaged the image of our army, and some even harmed local interests and affected military-civilian relations.
Based on at least the above three points, at the end of the 90s of the last century, the army and the armed police were no longer engaged in business activities. In fact, a number of guarantee and welfare enterprises have been retained.
After the current round of military reform, the armed forces and the armed police force have been completely decoupled from the commercial enterprises. The whole army is bent on winning the war. The military doing business is a thing of the past.
