As an important layout of national strategic scientific and technological forces, Anhui has given full play to the advantages of high-level scientific and technological innovation platforms such as Hefei Comprehensive National Science Center, large scientific installations, and national key laboratories, and has continuously launched a number of original scientific research achievements, striving to be the vanguard of building a source of scientific and technological innovation.
We will make every effort to build three highlands of scientific and technological innovation: quantum information, fusion energy, and deep space exploration. In the field of quantum science and technology, more than 70 enterprises in the quantum field have been gathered, promoting the mainland to be an international leader in the field of quantum communication, the first phalanx in the world in the field of quantum computing, and the overall follow-up part in the field of quantum precision measurement. In terms of fusion energy, Hefei has become the city with the highest concentration of nuclear fusion devices in the world. The fully superconducting tokamak nuclear fusion experimental device realizes the steady-state high-confinement mode plasma operation for 403 seconds, setting a new world record. The Compact Fusion Energy Experimental Facility (BEST) has been fully transferred to the equipment development and production stage. In terms of deep space exploration, we promoted the approval of the Deep Space Exploration Laboratory as a national key laboratory, undertook the implementation of major scientific research projects such as deep space exploration and aerospace information, and led the successful launch of the Tiandu-1 and 2 communication technology test satellites.
Continue to improve the energy level of scientific and technological innovation platform. Our province has built more than 200 various "national brand" innovation platforms, and 13 large scientific devices have been built and pre-researched, ranking among the top in the country. This year, two national key laboratories of laser-matter interaction and radar detection and perception were newly approved, bringing the total number to nine. Improve the echelon cultivation system of "small and medium-sized technology-based enterprises, high-tech enterprises, unicorn enterprises, listed high-tech enterprises, and science and technology leading enterprises". Vigorously implement the multiplication action of small and medium-sized technology-based enterprises, high-tech enterprises, and specialized and special new enterprises, cultivate and expand leading enterprises in science and technology, expand the scope and improve the quality of technology-based small and medium-sized enterprises, increase support for enterprise innovation, and build a strong team of high-level science and technology enterprises.
In 2023, the total number of technology-based small and medium-sized enterprises in the province will exceed 27,000, the total number of state-level high-tech enterprises will exceed 19,000, and there will be 32 unicorn (potential) enterprises.

As of the end of June, the balance of loans to science and technology enterprises in the province was 716.5 billion yuan, a year-on-year increase of 32%, and the financing coverage rate of high-tech enterprises and specialized and special new enterprises increased from 30% to 70%.
Create a "strong magnetic field" for talent introduction.
