1. In August 2024, 23,210 cases of mental problems in violation of the eight central regulations were investigated and dealt with nationwide
On September 26, the Central Commission for Discipline Inspection and the State Supervision Commission announced a summary of the nationwide investigation and punishment of mental issues that violated the eight provisions of the Central Committee in August 2024. In the same month, a total of 23,210 cases of mental problems in violation of the eight regulations of the Central Committee were investigated and dealt with, and 33,696 people were criticized, educated and dealt with, of which 23,113 were punished by party discipline and government affairs, which was the 132nd consecutive month of monthly report data.
From the perspective of the types of problems investigated and dealt with, in terms of failure to take responsibility, inaction, disorderly action, and false action in performing duties and responsibilities, serving economic and social development and ecological environmental protection, which seriously affected high-quality development, a total of 9,889 problems were investigated and dealt with in August, accounting for 88.3% of the total number of formalism and bureaucratic problems investigated and dealt with in that month. In August, the three types of problems investigated and dealt with in violation of regulations such as the receipt and delivery of precious products and gifts, illegal eating and drinking, and illegal distribution of subsidies or benefits accounted for 47.5%, 23.8%, and 16.2% of the total number of hedonistic and extravagant problems investigated and dealt with in that month, respectively.
In terms of the level of investigation and punishment, in August, a total of 84 cases of leading cadres at the prefectural and departmental levels, 1,055 cases of leading cadres at the county and department level, and 22,071 cases of cadres at and below the township section level were investigated and dealt with. Among them, the problems of cadres at and below the township section level accounted for 95.1 percent of the total number of problems investigated and dealt with.
2. The Central Commission for Discipline Inspection and the State Supervision Commission publicly reported eight cases of violations of the spirit of the eight central regulations
On September 12, the Central Commission for Discipline Inspection and the State Supervision Commission issued a public notice on eight cases of violations of the spirit of the eight central regulations. Includes:1. Wang Yong, former member of the leading party group and vice chairman of the Tibet Autonomous Regional Government, accepted banquets that might affect the fair performance of official duties, accepted gifts and money in violation of regulations, and borrowed vehicles in violation of regulations. 2. Jia Peiwen, a first-level inspector of the Inspection Bureau of the State Administration of Financial Supervision and Administration, accepted banquets that might affect the fair performance of official duties, and accepted gifts in violation of regulations. 3. Huang Guoping, former member of the leading party group and secretary general of the Shanghai CPPCC, accepted banquets that might affect the fair performance of official duties, and accepted gifts in violation of regulations. 4. Zhang Zhiyong, former deputy secretary of the Party Committee and general manager of China Ruida Investment Development Group Co., Ltd., a subsidiary of China Electronics Information Industry Group, violated public funds to eat and drink. 5. Huang Minqiang, a member of the leading party group and deputy director of the Housing and Urban-Rural Development Bureau of Zhongshan City, Guangdong Province, accepted gifts and cash gifts in violation of regulations, and accepted banquets that might affect the fair performance of official duties. 6. Yang Yanping, member of the Party Leadership Group and deputy director of the Health Commission of Guyuan City, Ningxia Hui Autonomous Region, gave unrealistic tasks in organizing and carrying out the work of creating a national health city, increasing the burden on the grassroots. 7. Lv Hongbing, deputy director of the Environmental Sanitation Affairs Center of Liangyuan Park, Shangqiu City, Henan Province, organized and carried out the assessment and evaluation of domestic waste classification in violation of regulations, increasing the burden on the grassroots.
8. Yu Bin, director of the Xibe Township Health Center in Khorgosi City, Xinjiang Uygur Autonomous Region, organized too many meetings and too many frequent meetings, which increased the burden on the grassroots.
3. 60 people were investigated and 51 people were punished
In September, the website of the Central Commission for Discipline Inspection and the State Supervision Commission was authorized to issue a notice - 60 people were examined and investigated:
Li Gang, head of the discipline inspection and supervision team of the Central Commission for Discipline Inspection and the State Supervision Commission in the Organization Department of the Central Committee, accepted the disciplinary review and supervision investigation of the Central Commission for Discipline Inspection and the State Supervision Commission;
Cao Xingxin, member of the Party Leadership Group and Deputy General Manager of China United Network Communications Group Co., Ltd., accepted the disciplinary review and supervision investigation of the Central Commission for Discipline Inspection and the State Supervision Commission;
Sun Yuning, member of the Party Committee and Deputy Director of the General Administration of Customs, accepted the disciplinary review and supervision investigation of the Central Commission for Discipline Inspection and the State Supervision Commission;
Du Yubo, former deputy secretary of the party group and vice minister of the Ministry of Education, was subject to disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the State Supervision Commission.
In addition, there are: Zhang Lifen, former director of the Science and Technology Development Department of Anshan Iron and Steel Group Co., Ltd., Jia Like, former director of the Property Rights Management Bureau of the State-owned Assets Supervision and Administration Commission of the State Council, Zhang Qian, former deputy secretary of the Political and Legal Committee of the Qinghai Provincial Party Committee, Niu Xiangdong, former deputy director of the Standing Committee of the Dandong Municipal People's Congress of Liaoning Province, and so on.
51 people received party discipline and government sanctions:
Li Haitao, former member and vice chairman of the Heilongjiang Provincial Committee of the Chinese People's Political Consultative Conference, was expelled from the party and public office for serious violations of discipline and law;
Zhang Zulin, former member of the party group and vice governor of Yunnan Provincial Government, was expelled from the party for serious violations of discipline and law;
Li Xiangang, former member of the party group and deputy director of the Standing Committee of the Heilongjiang Provincial People's Congress, was expelled from the party and public office for serious violations of discipline and law;
Liu Yuejin, a member of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) (vice minister level), was expelled from the party for serious violations of discipline and law;
Li Yong, former deputy secretary of the party group and general manager of CNOOC, was expelled from the party for serious violations of discipline and law.
In addition, Li Quan, former secretary of the Party committee and chairman of Xinhua Insurance, was expelled from the party for serious violations of discipline and law; Lu Chuncai, the former first-level director of the Agricultural Development Bank of China, was expelled from the party; Dong Xian, former deputy secretary and director of the Hainan Provincial Department of Transportation, was expelled from the party; Li Huiwen, former member of the Standing Committee of the Jiangmen Municipal Party Committee and former head of the United Front Work Department in Guangdong Province, was expelled from the party and public office, and so on.
