On September 25, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Employment Priority Strategy to Promote High-quality and Full Employment" was released, deploying 24 measures to continuously promote the effective improvement of the quality of employment and the reasonable growth of quantity. It proposes:
Promote the coordination and linkage of economic and social development and employment promotion
(1) Strengthen macroeconomic regulation and control and give priority to employment. Make high-quality and full employment a priority goal of economic and social development, include it in the national economic and social development plan, promote the coordinated efforts of fiscal, monetary, industrial, price, employment and other policies, and increase the driving force of employment. Improve the employment impact assessment mechanism, and carry out job creation and unemployment risk assessment simultaneously in the formulation of major policies, the determination of major projects, and the layout of major productive forces, so as to build an employment-friendly development mode. (2) Enhance the synergy of employment in the modern industrial system. Develop new quality productive forces according to local conditions, transform and upgrade traditional industries, cultivate and expand emerging industries, lay out and build future industries, accelerate the development of advanced manufacturing clusters, and strive to create more high-quality jobs. Promote the integrated development of the producer service industry, accelerate the diversified development of the life service industry, and expand the employment capacity of the tertiary industry. We will further implement the rural revitalization strategy, develop modern agriculture, improve agricultural labor productivity, and enhance the attractiveness of agricultural employment. (3) Support all kinds of business entities to stabilize and expand their posts. Give full play to the leading role of state-owned enterprises in employment, comprehensively use financial support, tax incentives, financial support, social security and other policies to guide all types of entities to better fulfill their social responsibilities of stabilizing and expanding jobs. Support the development of industries and enterprises with strong employability, and give priority to the protection of construction land plans and the provision of employment support services for business entities with good employment demonstration effects under the same conditions. (4) Enhance the employment carrying capacity of regional coordinated development. We will thoroughly implement the strategy of coordinated regional development and major regional strategies, and accelerate the formation of a number of employment clusters and growth poles with integrated services, integrated policies and smooth channels. We will guide the orderly transfer of capital, technology, and labor-intensive industries from the east to the central and western regions, and from the central cities to the hinterland, and increase the policy tilt towards old revolutionary base areas, border areas, and resource-exhausted areas, so as to promote the balanced development of employment between regions. (5) Cultivate new momentum for employment expansion and quality improvement. Expand new employment space in the digital economy, vigorously promote industrial digitization and digital industrialization, support the healthy development of the platform economy, and do a good job in tapping the potential of jobs and changing careers in digital transformation. Increase new opportunities for green employment, actively develop green industries such as energy conservation and carbon reduction, environmental protection, ecological protection, restoration and utilization, and promote synergy between green development and employment growth. We will open up new areas of health care and employment, develop the silver economy, promote the deep integration of health and pension, tourism, leisure, food and other industries, and give birth to new employment growth points.
Efforts should be made to resolve structural employment contradictions
(6) Improve the matching degree between the supply of education and the demand for talents. Adapt to the new round of scientific and technological revolution and industrial transformation, scientifically study and judge the development trend of human resources, and make overall plans for education, training and employment. Promote the high-quality development of higher education, expand the enrollment scale of science, engineering, agriculture and medical majors, and optimize and adjust the setting of disciplines and majors according to social needs, industrial needs, and career development. The employment situation is to be used as an important basis for the allocation of school-running resources, the evaluation of educational quality, and the arrangement of enrollment plans, and the red and yellow card reminder system is implemented for majors with low employment quality. Accelerate the development of modern vocational education, promote the integration of vocational education, industry and education, and science and education, and cultivate more high-quality technical and skilled personnel. Promote the development of high-quality characteristics of technical education, set up a number of technical education alliances (groups), and select and build a number of high-quality technical colleges and high-quality majors. Integrate career education into the whole process of talent training in colleges and universities, and promote vocational enlightenment, vocational cognition, and vocational experience at the ordinary high school level. (7) Improve the lifelong vocational skills training system. Implement the Skills China Initiative, vigorously carry out vocational skills training, comprehensively implement new apprenticeship training for enterprises, and build a skills training system that runs through the lifelong learning and work of workers and covers the entire career process. Strengthen the construction of public training bases and training bases for high-skilled talents, encourage enterprises to build vocational skills training bases, and form a vocational skills training supply system with market-oriented training as the leading factor and independent training of industry enterprises as the main body. Guide enterprises to withdraw and use employee education funds in full according to regulations, ensure that more than 60% of the funds are used for the education and training of front-line workers, and allow enterprises to establish vocational schools (including technical colleges). (8) Broaden the development channel of skilled talents. Establish and improve the national qualifications framework, promote the two-way comparative recognition of vocational qualifications and vocational skill levels with corresponding professional titles and academic qualifications, promote the implementation of the "academic certificate + several vocational skill certificates" system, actively explore and cultivate new occupational sequences, and release new occupations in a timely manner. Smooth career development channels, support eligible enterprises to carry out the evaluation and recruitment of special technicians and chief technicians, and establish a number of skill master studios and model worker craftsman innovation studios. Dynamically release information on the salary price of skilled talents, and guide enterprises to gradually improve the salary and treatment of skilled talents. Improve the vocational skills competition system with the World Skills Competition as the lead, the National Vocational Skills Competition as the leader, the national industry and local vocational skills competitions at all levels and special competitions as the main body, and the enterprise and college vocational skills competitions as the basis, and improve the relevant commendation and reward policies.
Improve the employment support system for key groups
(9) Expand channels for young people such as college graduates to become talents. Promote market-oriented employment, improve policies such as salary, professional title evaluation, training and further education, develop more jobs that are conducive to giving full play to what they have learned, and encourage young people to devote themselves to employment and entrepreneurship in key areas, key industries, urban and rural grassroots and small, medium and micro enterprises. Improve the efficiency of youth employment services, strengthen targeted career guidance, job introduction, skills training, and internship internships, and form service support that connects inside and outside the school and helps them grow and become talents. Implement special programs such as Youth Employment Start-up and "Hongzhi Navigation" to strengthen employment assistance for graduates from difficult families and long-term unemployed youth, and promote their early employment and integration into society. Support those who have returned from studying abroad to enjoy employment and entrepreneurship policies and services equally. (10) Do a good job in ensuring employment services for veterans. Improve the education and training system for veterans that combines academic education with vocational skills training, entrepreneurship training, and personalized training. Excavate job resources, explore the employment model of "education and training first, post follow-up", and encourage outstanding veterans to work in the party's grassroots organizations, urban and rural communities, and veterans' service institutions in accordance with relevant regulations. Guide veterans to start businesses around key areas supported by the state. (11) Broaden the space for rural labor force to increase employment and income. Strengthen the county-level industries to enrich the people, launch a number of new occupations that meet the needs of comprehensive rural revitalization, pay attention to guiding outgoing talents to return to their hometowns and urban talents to go to the countryside to start businesses, implement work-for-relief, and accelerate the formation of a two-way flow, mutual integration and interconnection of urban and rural employment patterns. Establish a regional labor cooperation alliance, carry out the recognition and cultivation of labor service brands, and improve the integrated service system of employment services, vocational training, and rights and interests protection. Promote the normalization of employment assistance for low-income people in rural areas, and prevent large-scale return to poverty due to unemployment. (12) Improve the employment assistance system for persons in difficulty. Strengthen assistance for groups with employment difficulties such as the elderly, the disabled, and those who have been unemployed for a long time, reasonably determine and dynamically adjust the criteria for identifying persons with employment difficulties, and improve employment assistance systems for timely discovery, priority services, targeted assistance, and dynamic management. Encourage and support enterprises to absorb employment and start their own businesses, make overall plans to make good use of public welfare positions, and ensure that zero-employment families are dynamically cleared. Create diversified and personalized jobs suitable for the elderly, and strengthen services such as job search and employment, and skills training. Employers employing workers over the statutory retirement age shall ensure the basic rights and interests of the workers in accordance with the law, such as labor remuneration, labor safety and health protection, and work-related injury protection, and support the employer in participating in social insurance in accordance with regulations. (13) Optimize the flexible employment guarantee system for self-employment. Improve the support system for entrepreneurship training, entrepreneurship services, entrepreneurship incubation, and entrepreneurship activities, optimize the policy environment for entrepreneurship to promote employment, and improve the quality of entrepreneurship. Support the healthy development of flexible employment, and build a regional industry-based gig market and a functional and convenient gig station. Support and regulate the development of new forms of employment, expand pilot projects on occupational injury protection for workers in new forms of employment, ensure the right of workers in new forms of employment to know and participate in platform labor rules, and unblock channels for workers to protect their rights. For those who have difficulty finding employment and college graduates who have not been employed within two years of leaving school, they will be given a certain amount of social insurance subsidies in accordance with regulations.
Improve the accurate and efficient employment public service system
(14) Improve the employment public service system that covers the whole people. Adhere to inclusiveness, foundationality, and comprehensiveness, improve the list of services, strengthen the responsibility for services in the place of permanent residence and employment, and promote the wide coverage of employment public services for the permanent population, the wide benefit of employers, and the full integration of employment and entrepreneurship. Improve the level of service specialization, give play to the role of demonstration projects for the improvement of public employment service capacity, regularly conduct business training and skill competitions, support employment service practitioners in employment public service institutions, colleges and universities to apply for relevant professional titles, promote the innovation and development of the human resources service industry, and expand the supply of services. (15) Consolidate the foundation of grassroots-oriented employment public services. Incorporate the construction of the employment public service system into economic and social development and land and space-related planning, comprehensively integrate location characteristics, population characteristics, and service radius, lay out service facilities and personnel, and promote the extension of service resources to the grassroots level, to rural coverage, and to remote areas and groups with employment difficulties. Integrate grassroots employment public services into the scope of grassroots governance led by party building, include grassroots livelihood security services, create "doorstep" employment service stations and "15-minute" employment service circles, and improve grassroots employment public service networks with unified logos, reasonable layout, standardized services, and efficient operation. (16) Promote a digitally empowered employment public service model. Establish a unified national employment information resource database, launch a national employment public service platform, and realize the integrated handling of employment matters, precise services, and intelligent supervision. Promote the model of digital empowerment, on-the-spot mapping, and precise services, promote data sharing and comparison between human resources and social security, education, public security, civil affairs, taxation, market supervision and other departments, and actively and accurately push policies and services to employers and workers.
Improve the level of protection of workers' employment rights and interests
(17) Guarantee equal employment rights. Resolutely break down institutional and institutional obstacles that affect the flow of labor and talent, simultaneously promote the reform of household registration, employment, archives and other services, eliminate unreasonable restrictions and employment discrimination that affect equal employment such as geography, identity, gender, age, etc., and smooth the channels for social mobility. Complete mechanisms for remedies for employment discrimination, lawfully include them in the scope of labor security inspections, improve mechanisms for civil support for prosecution, and steadily carry out public interest litigation procuratorial work. Improve mechanisms for promoting proportional employment, centralized employment, and self-employment for persons with disabilities, and give full play to the role of employment security funds for persons with disabilities in promoting employment. Safeguard women's lawful rights and interests in areas such as employment and entrepreneurship, career development, skills training, and occupational health and safety, improve support systems such as maternity guarantees, inclusive childcare, and employment support, and build a childbirth-friendly employment environment. (18) Promote a reasonable increase in labor remuneration. Improve the primary distribution mechanism for labor, knowledge, technology, and other factors to participate in the distribution according to their contributions, and increase the proportion of labor remuneration in the primary distribution. Strengthen macro guidance on the distribution of wages and incomes in enterprises, and improve the mechanism for determining workers' wages, reasonable growth, and payment guarantees. (19) Establish harmonious labor relations. Improve mechanisms for consultation and coordination of labor relations, and promote enterprises to protect the lawful rights and interests of workers in accordance with the law, such as labor remuneration, rest and vacation, and labor safety and health protection. Strengthen the construction of labor security supervision and labor and personnel dispute mediation and arbitration teams, continue to rectify the order of the human resources market, and effectively deal with chaos such as wage arrears, illegal layoffs, and job search traps. (20) Expand social security coverage. Promote the participation of employers and employees in social insurance in accordance with the law, improve the social security system for flexibly employed persons, migrant workers, and persons in new forms of employment, and completely abolish household registration restrictions on participating in insurance at the place of employment. Promote unemployment insurance, work-related injury insurance, and housing provident fund to cover professional workers. Improve the linkage mechanism between employment, unemployment insurance, and minimum livelihood security, cash out unemployment insurance benefits in accordance with regulations, provide hierarchical and categorical social assistance, and adjust and improve the provisions on the period of gradual retirement of the minimum allowance and the deduction of employment costs.
Cohesion of efforts to promote high-quality and full employment
(21) Strengthen organizational leadership. Persist in implementing the party's leadership in the entire process of promoting high-quality and full employment in all fields. Make employment work an important part of the performance appraisal of party and government leadership groups at or above the county level, and carry out commendations for employment work in accordance with relevant provisions. All regions, relevant departments, and units should regard employment as the top priority for people's livelihood, strengthen organization and implementation, improve systems and mechanisms, enhance joint efforts, and do a good job of implementing these Opinions in light of actual conditions, to ensure that the decisions and deployments of the Party Central Committee and the State Council are effective. (22) Strengthen support and safeguards. Research and improve legal systems related to employment promotion and anti-employment discrimination. Rationally arrange employment subsidy funds, make overall plans to make good use of unemployment insurance funds and various industrial guidance funds to promote employment, and improve the system of government procurement of public services for employment. Accelerate the construction of China's employment theory system, and strengthen the construction of employment theory research and consulting think tanks. Strengthen international cooperation in the field of employment, establish a regular dialogue mechanism, and enhance the mainland's international discourse and influence in the field of employment. (23) Prevent and resolve major risks. Establish and improve a statistical monitoring system for high-quality full employment, establish a job survey system, and carry out high-quality full employment assessments in a timely manner. Improve mechanisms for preventing and resolving large-scale unemployment risks, strengthen monitoring and early warning, policy reserves, and emergency response, and where conditions permit, establish employment risk reserves to properly respond to major risks in the employment field. Actively respond to the impact of the rapid development of emerging technologies such as artificial intelligence on employment. (24) Create a good atmosphere. Carry out concentrated employment promotion and skills publicity activities in a timely manner, increase the intensity of policy publicity and interpretation, promptly summarize typical experiences and implementation results, strengthen public opinion guidance, and promote the formation of a good atmosphere in which the whole society cares about and supports employment.
