In order to further promote the combination of science and technology and finance, and alleviate the financing difficulties and expensive financing problems of small and medium-sized technology-based enterprises, according to the requirements of the "Shandong Province Science and Technology Achievement Transformation Loan Risk Compensation and Interest Discount Management Measures" (Lu Ke Zi [2023] No. 154), the 2025 Shandong Province Science and Technology Achievement Transformation Loan Interest Discount Declaration Work is now organized. The specific notice is as follows:

First, the object of the declaration
The scope of the subsidized fund support for the transformation of scientific and technological achievements is the loan that is included in the risk compensation record of the loan for the transformation of scientific and technological achievements after December 16, 2020, and the principal and interest are repaid on time before June 30, 2024. Enterprises can choose to complete the settlement of any loan to apply for interest discount, and enterprises that have already enjoyed the support of provincial scientific and technological achievements transformation loan interest discount will not enjoy it repeatedly. Enterprises are not allowed to apply for this interest discount with loans that have been supported by other provincial loan interest discounts.

Second, the standard of interest discount
The subsidy will be 40% of the actual interest paid on the record loan selected by the enterprise, and the maximum interest discount for each enterprise is 500,000 yuan.
The actual interest paid is subject to the record of the enterprise's interest payment voucher, and each enterprise only enjoys the interest subsidy once.
3. Application process
(1) Confirmation of bank settlement (September 11 to October 21, 2024). The science and technology bureaus of districted cities shall organize all relevant banks to log in to the Shandong Provincial Science and Technology Cloud Platform (http://cloud.kjt.shandong.gov.cn/), and settle and confirm the repayment of principal and interest through the "Online Hall - Service - Shandong Provincial Science and Technology Achievement Transformation Loan Management System - Legal Person Registration - Enterprise Repayment Confirmation".
(2) Online declaration by enterprises (September 11 to October 21, 2024). Enterprises that meet the application conditions log in to the Shandong Science and Technology Cloud Platform, fill in the information and upload the attachments as required through the "Online Hall - Service - Shandong Province Science and Technology Achievement Transformation Loan Management System - Legal Person Login - Loan Interest Discount Application". Unregistered enterprises need to register a "legal person" account of Shandong Science and Technology Cloud Platform on the portal website (http://www.shandong.gov.cn/) of Shandong Provincial People's Government, and then log in to Shandong Science and Technology Cloud Platform. Enterprises can only choose to apply for interest discount for loans that have completed repayment of principal and interest before June 30, 2024. (3) Review by the competent department (before November 30, 2024). The science and technology bureau of the county (city, district) where the enterprise is located (second-level competent department) is responsible for the preliminary examination, and the science and technology bureau of each districted city (first-level competent department) completes the review of the information of the local enterprise discount declaration and recommends it to the provincial science and technology department.
4. Precautions
(1) Lending banks
The lending bank shall confirm the settlement of the loan in a timely manner, and must ensure that the interest reported in the system is completely consistent with the actual interest paid by the enterprise (the interest recorded in the repayment voucher), otherwise the subsequent online declaration of the enterprise will be affected. For the bank and the relevant responsible person who committed fraud, once it is verified, they will be held accountable. (2) The applicant enterprise 1. The loan that meets the conditions for interest discount is displayed in the system, and the enterprise can choose to complete any online declaration of repayment of principal and interest before June 30, 2024, and it is recommended to prepare loan-related materials (loan contract, IOU, receipt voucher or entrusted payment voucher, etc.) in advance, repayment voucher for each period, loan use details and related certificates, financial statements of the enterprise in the previous year, etc. Enterprises must promise the authenticity and accuracy of the materials provided, and those that are verified for fraud will be included in the list of records of untrustworthy conduct in scientific research. 2. Enterprises should submit application information and relevant supporting materials in strict accordance with the notification requirements and system prompts, and the supporting materials must be organized into PDF format and ensure that they are clearly displayed. If it is not approved by the Provincial Department of Science and Technology, it will no longer be included in the scope of this interest discount support, and enterprises can participate in the next year's interest discount declaration. 3. Enterprises should declare in strict accordance with the time node, and the declaration system will be closed at 24 o'clock on October 21, 2024. (3) The competent departments of science and technology at all levels, the science and technology bureaus of districted cities, and the science and technology departments of counties (cities and districts) shall do a good job in organizing the declaration of interest discounts for local enterprises, and do a good job in service work such as notification transmission, policy consultation, and application guidance. In order to effectively ensure the effectiveness of financial funds, it is necessary to strictly review the application materials, and take on-site inspections, financial verification and spot checks as appropriate to ensure that the application materials are true and complete, and the data is reliable.
