(Second batch) announcement
In accordance with the relevant provisions of the "Civil Servant Law", the "Regulations on the Transfer of Civil Servants" and the "Regulations on the Personnel Management of Public Institutions", the relevant matters related to the open selection (hiring) of staff (the second batch) in Mudan District in 2024 are hereby announced as follows:
1. Position
The open selection and transfer positions are the third-level chief staff members and below of the Mudan District Commission for Discipline Inspection and Supervision.
The open selection positions are management positions below level 9 or professional and technical positions below level 10 in the Mudan District Patrol Work Service Center.
2. Scope and conditions of registration
(1) Scope of registration
Open selection and transfer positions: civil servants (management staff with reference to the Civil Servants Law) who have been registered and filed with civil servants (management staff with reference to the Civil Servants Law) in organs at all levels and management organs (units) in our district with reference to the Civil Servants Law.
Open selection and recruitment positions: In addition to the above scope, it also includes the on-the-job staff of public welfare first-class institutions at all levels in our district that are not managed with reference to the Civil Servant Law (excluding the staff of schools, hospitals and institutions).
(2) Applicants shall meet the following qualifications
1. Member of the Communist Party of China.
2. Have a firm political position, excellent political quality, have the organizational ability, cultural level and professional quality of competent work, love discipline inspection and supervision work, and be diligent and dedicated.
3. Except for the uncertain grade of the annual assessment during the probation period, the annual assessment of the previous years is competent (qualified) or above.
4. Under the age of 35 (born after September 1988).
5. Have the qualifications required for the selection (hiring) position.
6. Have the physical condition and psychological quality to perform duties normally.
7. Bachelor degree or above.
8. Meet other qualifications required by the open selection (recruitment) position.
9. Those applying for positions in discipline inspection commissions and supervision commissions must also meet other requirements provided for by laws and regulations such as the Supervision Officials Law.
10. Other conditions stipulated by laws, regulations, and articles of association.
The calculation time of the number of years of work experience, years of service experience and age is as of September 2024, and the current position rank is subject to the position before registration.
(3) In any of the following circumstances, they must not participate in open selection (hiring)
1. Those who have received criminal punishment for committing a crime.
2. Those who have been expelled from the Communist Party of China or have been expelled from public office.
3. They are lawfully listed as targets of joint disciplinary action for untrustworthiness.
4. Suspected violations of discipline or law are being reviewed and investigated by the relevant specialized organs and no conclusion has yet been reached.
5. Receiving admonitions, organizational dispositions, or Party discipline and government sanctions, or other such influences have not yet expired, or have been used at the end of the period.
6. Those who are still in the minimum service period or probationary period of government organs and public institutions.
7. In accordance with relevant provisions, working in the orientation unit has not yet completed the service period or has other restrictive provisions on exchanges.
8. There are circumstances that require recusal.
9. Other circumstances stipulated by laws and regulations.
III. Registration Procedures
(1) Job inquiry
For details of the open selection (hiring) positions and job qualifications, please refer to the "2024 Mudan District Open Selection (Hiring) Staff (Second Batch) Position Table" (see Annex 1, hereinafter referred to as the "Position Table"), if the applicant needs to consult the relevant matters in the "Position Table", he or she can contact through the telephone number announced in this announcement.
(2) Registration time
September 11, 2024, 9:00 a.m.–September 13, 2024, 5:30 p.m.

(4) Registration steps
1. Select the position you are applying for and fill in your personal information. Applicants download the "2024 Mudan District Open Selection (Hiring) Staff (Second Batch) Registration Form" (see Annex 2, hereinafter referred to as the "Registration Form") and choose the position to apply for according to their personal circumstances. Each person is limited to 1 position, and fill in the relevant personal information truthfully as required.
2. Print relevant materials and on-site qualification review. Applicants should print and fill in the "Registration Form" and "Letter of Commitment", and go to the site for qualification review within the registration time with their original valid ID card and the "Registration Form" (in duplicate) and "Letter of Commitment".
The Organization Department of the District Party Committee will review the qualifications of the applicants and give feedback on the audit results on the spot. During the registration period, candidates who fail to pass the qualification review can apply for other positions. After the qualification review is passed, the applicant cannot modify the registration information and apply for the position. The qualification review of candidates runs through the whole process of open selection (hiring), and if it is found that the applicants do not meet the qualifications for the examination in each link, the selection (hiring) qualification will be cancelled.
The ratio of this open selection (hiring) of staff shall generally not be less than 2:1. If the minimum proportion of posts is not reached, the post shall be cancelled or the corresponding post reduction plan shall be approved in accordance with the relevant regulations. Those who have applied for the cancellation of the post plan can apply for other positions that meet the qualifications within the specified time.
4. Examinations
The format of the exam will be determined according to the number of applicants. Candidates are generally determined by means of interviews and interviews.
(1) Interview
Candidates can participate in the interview with their valid ID documents and the approved "Registration Form". The interview is structured and tests the basic qualities and abilities required for the candidate to perform the duties of the position. The interview is based on a 100-point system, and the minimum passing score is 70 points. Candidates must meet the passing score of the interview before they can enter the interview stage.
The time, place and precautions of the interview will be notified separately.
(2) Interviews
Among the applicants who have reached the interview passing line, the number of applicants who will participate in the interview for each position will be determined according to the ratio of the number of interviews to the recruitment plan of 1.5:1, and the number of people who will be rounded to the decimal point according to the order of the interview scores. The interview is based on a 100-point system, and if it is found that it is not suitable for the job after the interview, the recruitment plan can be cancelled or reduced.

5. Inspection and physical examination
(1) Investigation
After the interview, the inspection objects will be determined in equal amounts according to the order of the interview scores from high to low. If the candidates have the same interview scores, the candidates will be determined according to the interview scores from high to low. If the interview scores are also the same, the candidates will be determined in the order of priority for those with higher educational levels and those with younger grades.
The selection and dispatch (hiring) unit selects more than 2 personnel to form an inspection team to conduct a comprehensive investigation of the morality, ability, diligence, performance, integrity and job matching of the inspection object, highlight political standards, and gain an in-depth understanding of political loyalty, political determination, political responsibility, political ability, political self-discipline, etc., and increase the link of political home visits. In-depth investigation of work performance, strengthen the inspection of professional quality, strengthen the inspection of work style and clean government, and resolutely put an end to the entry of personnel with problematic political tendencies, improper moral character, and unsatisfactory integrity. The inspection team strictly reviews the cadre (personnel) files, verifies the circumstances that need to be verified (such as qualifications, annual assessments, violations of discipline and regulations, etc.), and writes the inspection report truthfully. The unit to which the subject of the investigation belongs shall actively support and cooperate with the work of the investigation team, and objectively and truthfully reflect the actual situation of the subject of the investigation.
(2) Physical examination
After the inspection work, the selection and transfer (hiring) unit determines the physical examination personnel according to the inspection situation and the job requirements, and organizes the physical examination personnel to conduct the physical examination.
Vacancies caused by unqualified inspection or physical examination can be filled in equal amounts according to the interview scores from high to low, and if the candidates have the same interview scores, they will be filled in equal amounts according to the interview scores from high to low, and the replacement will only be carried out once.
6. Publicize and handle relevant procedures
(1) Publicity
According to the inspection situation and job requirements, in accordance with the principle of matching people and posts, collective discussion and merit to determine the personnel to be selected (hired), not only to select people. The publicity period for the personnel to be selected (hired) is 5 working days.
(2) Formalities
At the expiration of the publicity period, if there is no problem or the problem does not affect the selection (hiring), the transfer procedures shall be handled in accordance with the relevant regulations, and the original position and rank shall be referred to (the new position or professional and technical position shall not be higher than the position level of the applied position). Where there are issues that affect the selection (hiring), the qualifications for open selection (hiring) are to be cancelled. If there is no suitable candidate, the position may be vacant. If the candidate voluntarily gives up the selection (hiring) qualifications, it must be submitted within 3 working days after the end of the inspection, and then if the qualifications are waived, the relevant situation shall be notified to the current unit of the applicant, and the relevant materials shall be stored in the personal cadre (personnel) file.
7. Miscellaneous
