According to WTO statistics, from 2013 to 2023, global service exports will grow at an average annual rate of 4.9%, about twice the growth rate of goods exports, and the proportion of trade in services in total trade in goods and services will increase to a quarter. In 2023, the country's import and export of services reached 6.6 trillion yuan, a year-on-year increase of 10%, and the scale reached a record high.

More than 70 specific policies and measures have been implemented to promote the high-quality development of trade in services

The "Opinions" put forward 20 tasks and measures and more than 70 specific policy measures in five aspects: promoting the institutional opening of trade in services, promoting the cross-border flow of resource elements, promoting the innovation and development of key areas, expanding the layout of the international market, and improving the support system. It mainly reflects the characteristics of four aspects.

First, highlight top-level design, system planning and system integration.

Second, we should highlight high-level opening-up and improve the system of opening up trade in services. It is clear that a negative list management system for cross-border trade in services will be established and improved across the country. For the first time, the focus on trade in services has made more systematic arrangements to promote the safe and efficient cross-border flow of innovative elements such as talents, capital, technology, and data, and put forward a series of facilitation measures.

Third, highlight high-quality development and help develop new quality productivity. For example, in emerging fields, it is proposed to support the development of professional service trade such as finance, consulting, design, certification and accreditation, and improve the international service capacity of professional institutions. It also includes specific measures to accelerate the development of high-end service outsourcing and promote the integrated development of service trade and trade in goods in line with the integrated development trend of service industry and manufacturing industry.

Fourth, highlight the improvement of governance level and enhance the synergy of coordinated development. In view of the characteristics of the development of trade in services, the "Opinions" put forward ideas and measures to strengthen the horizontal coordination of departments and the vertical linkage between the central and local governments.

Fully implement the negative list for cross-border trade in services and promote the institutional opening up of trade in services

First, efforts should be made to improve the management capacity of the negative list. The negative list for cross-border trade in services will be fully implemented, the negative list management system will be established and improved, the work of various administrative approvals, licensing, filing and other matters will be strengthened and the work of the negative list will be strengthened, and the laws, regulations, rules and normative documents that are inconsistent with the negative list will be adjusted in a timely manner, so as to continuously enhance the ability of open supervision, risk prevention and control, and rule innovation.

Second, we should give full play to the leading role of the platform for opening up to the outside world. We will expand independent opening-up, deeply explore the "top-down" and "bottom-up" opening-up paths, give full play to the role of the pilot free trade zone and the Hainan Free Trade Port in opening up first and stress testing, and steadily promote the gradient opening up of cross-border trade in services across the country. Accelerate the start of the construction of a national demonstration zone for the innovation and development of trade in services, and build a comprehensive reform and opening up platform for trade in services and a high-quality development highland.

Third, strengthen the alignment of rules and the coordination of regulations. China will implement the commitments and related rules on the liberalization of trade in services in regional economic and trade arrangements such as the Regional Comprehensive Economic Partnership (RCEP) with high quality, actively align with international high-standard economic and trade rules such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and deepen the reform of domestic trade in services. With reference to the World Trade Organization's Reference Document on Domestic Regulation of Trade in Services, standardize licensing, qualifications and technical standards in the service sector, simplify the licensing and approval procedures, and reduce the cost of cross-border trade in services.

Fourth, improve the level of standardization of trade in services. We will thoroughly implement the "National Standardization Development Outline", implement the action plan for the standardization of trade in services, and accelerate the formulation of standards in the field of trade in services. Carry out the internationalization of standards for trade in services, and encourage the adoption of international standards in areas where conditions permit.

Assist in the "quick evaluation, quick review and quick loan" of intellectual property pledge loan business

State Intellectual Property Office:

Intellectual property rights are the main carriers of innovative achievements in the fields of science and technology and culture, and an important part of trade in services.

In terms of intellectual property pledge financing, we will work with relevant departments to strengthen policy guidance on intellectual property pledge financing, promote local governments to improve risk compensation for intellectual property pledge financing, promote paperless handling of the whole process of pledge registration in banking financial institutions across the country, carry out pilot internal assessment of bank intellectual property pledges, and help the intellectual property pledge loan business to "quickly evaluate, review, and lend". In the first half of this year, the registered amount of intellectual property pledge financing reached 419.9 billion yuan, a year-on-year increase of 57%; Among them, more than 80% of inclusive loans with a registered amount of less than 20 million yuan have benefited 17,000 small, medium and micro enterprises, a year-on-year increase of 56%.

In terms of intellectual property securitization, as of the end of June this year, the Shanghai and Shenzhen stock exchanges had successfully issued 151 intellectual property securitization products, with an issuance scale of 31.7 billion yuan. Guide Shenzhen to explore a new comprehensive financing model of "onshore + offshore" Shenzhen-Hong Kong cross-border intellectual property securitization, and open up overseas financing channels for enterprises' intellectual property rights through onshore pledge of intellectual property rights and superimposed cross-border counter-guarantee credit enhancement.

In terms of the international operation of intellectual property, we will promote the open sharing of green patented technologies in the Belt and Road countries, work with the World Intellectual Property Organization to compile national reports on intellectual property finance, and deepen international exchanges and cooperation on intellectual property. Support the construction of international intellectual property operation and transformation service platforms in Shanghai Pudong and Shenzhen Hetao, accelerate the construction of nine export bases with intellectual property service characteristics, and promote cross-border intellectual property transactions. From January to June this year, the total import and export volume of intellectual property royalties reached 213 billion yuan, a year-on-year increase of 11.3%.

Promote the high-quality development of foreign cultural trade

Ministry of Culture and Tourism:

● Improve policies, institutional mechanisms, and mechanisms. and the Propaganda Department of the CPC Central Committee, the Ministry of Commerce and other departments jointly issued the "Opinions on Promoting the High-quality Development of Foreign Cultural Trade", implemented the action plan of "Thousands of Sails to the Sea" for foreign cultural trade, and guided all localities to promote foreign cultural trade. Together with the Publicity Department of the CPC Central Committee, the Ministry of Commerce, the State Administration of Radio, Film and Television and other departments, 367 key national cultural export enterprises and 115 key national cultural export projects in 2023-2024 have been identified.

● Strengthen the construction of trade service carriers. The Ministry of Commerce has jointly named a new batch of 12 national foreign cultural trade bases to provide comprehensive service guarantee for domestic cultural and tourism enterprises to explore overseas markets and foreign enterprises to trade and invest in China. Since the beginning of this year, it has supported the national foreign cultural trade base to go to Viet Nam, Hungary and other countries to carry out overseas exchange and docking activities for key projects of key enterprises, signed a total of 20 million yuan of procurement contracts, and reached more than 40 intentional cooperation, with an amount of more than 100 million yuan.

• Organize trade promotion activities. Organize and carry out the "Colorful Chinese Festive Good Things" cultural and tourism trade promotion activities, hold 11 special activities in Beijing, Shanghai, Hong Kong, China, Milan, Italy and other places, involving performing arts, musical instruments, ceramics, ice and snow, digital cultural equipment, new forms of cultural entertainment and other topics, focusing on displaying, promoting and trading a number of high-quality cultural tourism products and services with Chinese characteristics, Chinese style and welcomed by the international market, and enhancing the international competitiveness and popularity of Chinese enterprises and brands.

Accelerate the high-end development of service outsourcing and support new models such as digital manufacturing outsourcing and cloud outsourcing to become bigger and stronger

According to the statistics of the Ministry of Commerce, from 2013 to 2023, the value of offshore service outsourcing contracts undertaken by China increased from US$62.3 billion to US$215.4 billion, with an average annual growth rate of 13.2%. It will further strengthen policy support, study and formulate policies and measures to promote the high-quality development of service outsourcing, focus on solving the blockages and difficulties faced by the development of service outsourcing, and consolidate and improve the development level and international competitiveness of service outsourcing; We will actively cultivate leading service outsourcing enterprises, encourage enterprises to increase technological innovation, and help improve the resilience and security of industrial chains and supply chains.
