Giving priority to the development of education has always been the top priority of Qingdao City, Shandong Province's counterpart in supporting Sangzhuzi District, Shigatse City.
Over the years, the Qingdao Tibet Aid Working Group has insisted on investing 30 percent of the funds for Tibet aid in education, striving for and actively coordinating with various parties, focusing on improving educational facilities and conditions for running schools, solidly promoting the high-quality and balanced development of compulsory education, continuously deepening educational reform, continuously promoting the improvement of education quality in Sangzhuzi District, and running education that satisfies the people, so as to achieve a fundamental change from "having school" to "going to school well".
With the joint efforts of the two places, schools at all levels in Sangzhuzi District have made great progress in the construction of teachers, teaching and research reform, pre-school education, quality education and school-running conditions. In 2015, it passed the national assessment of the balanced development of compulsory education, in 2018, it successfully passed the assessment and evaluation of quality education in the autonomous region, in 2021, it took the lead in achieving full coverage of standardized kindergartens in Tibet, and in 2023, it successfully passed the national review and certification of county-level preschool education.

In the middle of summer, the banks of the Brahmaputra River are becoming greener.
Starting from the urban area of Shigatse, drive northwest along National Highway 349 to arrive at Qingyuan Hope Primary School in Dongga Township, Sangzhuzi District.
The emerald color and the sound of books add a touch of elegance and vitality to this modern primary school.
Before the counterpart came to Tibet, it was not like this.
"At that time, it was only a large-scale village-level teaching site, and due to the lack of desks and stools, students had to sit on the floor in class, similar to the situation in some rural areas in Qingdao in the 70s and 80s." Hu Xiaoping, one of the first batch of cadres from Qingdao to aid Tibet, recalled: "After learning of this situation, the Qingdao Municipal Party Committee and Municipal Government decided to invest funds to improve the local teaching conditions. ”
Since then, the "butt off the ground" project represented by Dongga Township has been officially implemented.
In May 1996, the Qingdao Tibet Aid Working Group raised 500,000 yuan in various ways to repair the school's old doors and windows, purchase new desks and chairs, complete teaching supplies, and build 27 new houses for classrooms and offices, thus completely solving the problem of children sitting on the ground and studying. To commemorate this change, the school was named "Qingdao Hope Primary School".
Later, the school was rebuilt and renamed "Qingyuan Hope Primary School" in 2008, and in 2020, a new second teaching building and student dormitory building were built. Since then, Qingyuan Hope Primary School has bid farewell to the civil structure bungalows and earthen playgrounds, and ushered in a new campus with complete functions and facilities.
"I am lucky to be born in such an era." Basang Puqi told reporters that she was the first batch of graduates after the school was rebuilt in 1996 and is now engaged in logistics work on campus. "Today's children are happier, the school not only has spacious and bright classrooms, a variety of extracurricular activities, but also can enjoy the 'three guarantees' policy, I hope they cherish the present, study hard, and serve the motherland."
In recent years, thanks to the support of national policies and aid to Tibet, the school has successively opened 22 indoor and outdoor clubs such as Tibetan opera, calligraphy, Zha Nian, stone painting, foot (basketball), science and technology, etc., to promote balanced development and narrow the gap between urban and rural students' comprehensive ability development.
The love is sincere, although it is far away. From "Hope", to "Qingdao Hope", and then to "Qingyuan Hope", the change in the name of this rural primary school has witnessed the continuous friendship between Qingdao City and Sangzhuzi District.
"Because of the recognition of Qingdao's aid to Tibet, to this day, the old people in the village will still habitually call the school 'Qingdao Hope Primary School', and they will give a thumbs up when they mention the word 'Qingdao'." Yonekura said.
"No matter how poor you are, you can't be poor in education, and no matter how hard you are, you can't be miserable for children", which is a commitment and a responsibility. From 1996 to November 2014, Qingdao, relevant districts, municipalities and caring enterprises invested more than 33 million yuan in aid funds to help Sangzhuzi District build 16 hope primary schools, making the schools the best and brightest places in the local area. Free school buses, "Internet + air classroom" and other once "novel" things have entered the children's learning and life one after another......
Pre-school education is the foundation of basic education. During the "13th Five-Year Plan" period, the gross enrollment rate of preschool children in Sangzhuzi District was 89.3%, and all of them were over 4 years old, and preschool education was only 2 years. In this regard, the Qingdao Tibet Aid Working Group has taken measures such as building facilities, improving teachers, and expanding enrollment to help Sangzhuzi District make up for the shortcomings of basic education, and 113 kindergartens have achieved "three 100%", that is, 100% of children aged 3-6 years old have entered kindergartens, 100% of rural kindergartens have a 100% teacher staffing rate, and 100% of rural kindergartens have standardized construction.

In view of the shortage of educational talents in Sangzhuzi District, after on-site visits and investigations, combined with the wishes and needs of Sangzhuzi District, since 2004, Qingdao City has specially arranged for cadres and talents in the education system to work in Tibet.
Since 2011, the Qingdao Working Group for Tibet Aid has gradually established a long-term mechanism for cadres and teachers of primary and secondary schools in Sangzhuzi District to go to Qingdao for training by means of centralized teaching, follow-up study, and visit and training, and has successively organized 22 batches of nearly 450 teachers to go to Qingdao and the eastern coastal areas for training.
In 2016, the "group" aid work for educational talents to Tibet was fully implemented. Qingdao teachers who participated in Shandong Province's "group" education aid to Tibet played the role of "yeast" and injected vitality into the development of the recipient senior high schools in Shigatse......
After a long period of hard work and continuous efforts, a number of pragmatic measures have taken root and promoted the construction of the teacher team in Sangzhuzi District to achieve phased results.
Ming Zhun, the director of Qilu Kindergarten in Sangzhuzi District, was rated as a famous principal at the autonomous region level in 2015 and 2016. "My growth is inseparable from organizational training and Tibetan aid training." She said.
In August 2010, the first public kindergarten in Sangzhuzi District, Qingxin Kindergarten, was officially put into use, and Ming Zhun was appointed as the principal. Previously, she had taught in junior high and high schools and worked as a researcher in the Education Bureau, but she had never been exposed to preschool education. "I feel pressured by the wide range of work." Ming Zhun said, "Later, I went to Qingdao Experimental Kindergarten to follow the post and went to other provinces and cities for training, and learned a lot of advanced educational concepts and teaching methods, which laid the foundation for better work." ”
In November 2015, Qilu Kindergarten was completed and delivered. Due to his rich management experience and outstanding work ability, Ming Zhun was adjusted to this point and served as secretary and director so far.
Facing the new era and focusing on "promoting the construction of the teacher team from scale expansion to high-quality development", in April 2023, the Qingdao Tibet Aid Working Group relied on the "collectivization" to run schools, gathered the resources of Qingdao Qilu famous teachers and famous school (kindergarten) principals, innovated and built the "Shanhai Lecture Hall" education aid Tibet brand, adopted a combination of "online + offline" and "point topic + topic selection", and provided customized and personalized training twice a month, and at present, more than 4,000 educators have benefited from the "Shanhai Lecture Hall".

"Embarking on a new journey puts forward higher requirements for cultivating young talents' ability to explore and practice." Zhou Jie, deputy director of the Sangzhuzi District Education Bureau, said that on the basis of consolidating the "hard support" for education development, the Qingdao Tibet Aid Working Group has learned from the advanced experience of education in Shandong Province to continuously strengthen the "soft power construction" of education, and promote the expansion and improvement of basic education in primary and secondary schools in Sangzhuzi District and even Shigatse City.
With an investment of 73 million yuan, Tibet's first youth academy will be built in Shigatse City, and "six education centers" will be set up, including quality education courses in traditional Chinese culture, scientific and technological innovation education, labor education, national defense education, ecological and environmental protection education, marine science education, and life education.
The first STEM curriculum research project in Tibet has been approved by the Tibet Autonomous Region, and the first primary school STEM course in Tibet, "Shigatse in the Sun - Solar Energy Empowering Urban Life", has been trialed in 10 primary schools in Sangzhuzi District.
