Between the crests and valleys, a dinghy rode the wind and waves and accelerated towards a small island. As soon as he landed on the island, Gao Haichao, a lieutenant colonel and staff officer of a certain unit of the Hainan Provincial Military Region, did not care about his clothes that were wet by the waves, and hurried to the faulty equipment to start, test, and overhaul...... Soon, the device returned to normal.
For more than 10 years, Gao Haichao has been fighting on the front line of Haijiang. In 2012, as soon as he was selected from the grassroots level to serve as a staff officer in an organ, he learned the news of the formation of a certain department. Without the slightest hesitation, Gao Haichao applied to the organization as soon as possible to join this newly formed unit.
It's a challenge to start from scratch. His comrades-in-arms were puzzled by his choice, but Gao Haichao said: "As a revolutionary soldier, to practice loyalty and dedication to the mission is to go to the place where the motherland needs it most." ”
The blue sea and the silvery white sand beach outline the charming island style. The first time he went to sea, Gao Haichao was excited. However, not far from the boat, he felt that the situation was not so simple.
The waves came suddenly, and Gao Haichao almost fell. "Grab the side of the ship and stabilize the center of gravity!" Hearing the reminder of the accompanying "old island", he hurriedly squatted down and grabbed the side of the boat. The swells continued to hit, the hull of the ship rolled more than 30 degrees, Gao Haichao suddenly felt the world spinning, his stomach churned, and he couldn't help but vomit all his breakfast.
On this voyage, Gao Haichao was very dissatisfied with his performance: "Guarding the sea frontier, I can't even overcome seasickness, how can I fight?" The day after the end of the task, he found the leader to apply for additional training and took the initiative to make up for the shortcomings.
Huge waves washed over the deck, and the water reached knees high...... During that time, he endured the discomfort and took the initiative to practice, and finally passed the seasickness.
In the next half year, Gao Haichao traveled to all the islands and reefs in the jurisdiction with the military and geographies, remembering where he went, and humbly asked for advice when he encountered the "old island". Hard work pays off. Soon, he became familiar with the topography and historical evolution of the islands and reefs in his jurisdiction.
Because the unit has just been established, the infrastructure construction is still "poor and white" - there is no communication link, there is a lack of equipment erection site, and there is no computer room that meets the standards. Gao Haichao led the officers and men to be self-reliant, dragging field fiber optic cables through trees and beaches, making their own short-wave antennas, welding fiber optic cables, and erecting antenna support poles on the roof with steel pipes...... After continuous struggle, he led everyone to successfully complete the construction of the command information system.
Guarding the front line of islands and reefs, Gao Haichao's challenges are far more than that. That year, the superiors planned to build a guard post on a certain island and reef. At the beginning of the preparation for the construction of the outpost, Gao Haichao came up with an idea: If the construction of the traditional land and coastal defense posts is still carried out, it is very likely that it will not be suitable for the actual situation of the islands and reefs, and the role of the outpost will not be fully utilized. Therefore, he suggested to his superiors that the geographical location and characteristics of the islands and reefs meet the requirements of new technologies, and that information-based and intelligent outposts should be built.
At that time, the conditions on the reef were very difficult, and because there was no wharf, building materials and equipment could not be transported to the island, and there was not even a place for the construction workers to stay and eat. Some people suggest that we should take it step by step and wait for the infrastructure construction to be perfected, and then consider the matter of information construction. However, Gao Haichao insisted that the functions of the outposts on the islands and reefs are particularly important, and the foundation for informatization construction must be laid at the very beginning.
"Be sure to gnaw this 'hard bone'!" Gao Haichao made up his mind secretly. Through the hard work of him and his comrades-in-arms, the information-based outpost plan has become a reality from a fantasy on paper, and the information-based equipment equipped with the island and reef outposts can conduct real-time inspections of the base points of our territorial waters, azimuth points, stone monuments, and coastlines. "Only by always maintaining the sense of urgency of 'waking up and afraid of falling behind', facing up to the development of high and new technology, and accelerating the run, can we keep up with this rapidly changing era." He said.
"As a military staff officer stationed on the islands and reefs, you must have special feelings in your eyes and a line of defense in your heart." This is Gao Haichao's creed.
The experience of dealing with special situations during a training session triggered Gao Haichao's thinking: the situation at sea is complex and changeable, and in order to efficiently deal with all kinds of emergencies, it is necessary to establish a "special situation disposal library". To this end, he collected and summarized the special cases over the years, reviewed the disposal process one by one, and went to various units to carry out research, solicit revision opinions, and finally summarized and sorted out more than 100 disposal points.
Late one night, Gao Haichao suddenly received a report: a ship ran aground on the coast of an island and reef. Due to the complicated sea conditions around it, it was difficult for the ship to get out of trouble on its own.
"Find out where the ship ran aground and prepare for damage management!" Gao Haichao reported the situation while deploying rescue.
"The bow of the trapped vessel ran aground, and the stern of the ship was pressed against the reef, and the forced towing could cause the propeller to hit the reef and be damaged." At a critical juncture, Gao Haichao referred to similar cases in the "Special Situation Disposal Library" and quickly proposed a disposal plan. When the sea rose, he decisively ordered the other ships to tow the stranded ship from the side and successfully relieve the danger.
"The staff officers of the national defense mobilization system in the new era must not only keep a close eye on the battlefield and think ahead, but also focus on the mission and tasks and be down-to-earth." Engaged in staff work for more than 10 years, Gao Haichao put forward many "golden ideas" into the decision-making system, effectively promoting the construction and development of the troops.
On that occasion, according to the arrangement of his superiors, Gao Haichao organized the militia to carry out training on various types of new equipment.
In the face of brand-new tasks and unfamiliar equipment, Gao Haichao is non-stop-
While contacting manufacturers, colleges and friendly neighboring units, to understand the performance and operation methods of equipment, and at the same time to study ways to improve the quality and effectiveness of organized militia training;
In order to verify the performance of the equipment, he moved the training ground to the sea, and conducted tests and demonstrations until he fully grasped the conditions for the use of the equipment and various data.
He and his comrades-in-arms sorted out the performance and operation methods of the equipment one by one, and compiled more than 40 illustrated instruction manuals to ensure that the militia could understand it at a glance and be able to train it at a glance.
In recent years, Gao Haichao has been exploring the road of innovative training models. During one mission, he visited and investigated during the day and sorted out materials at night, spending more than two months and successfully researching a new training method.
Living conditions on the islands and reefs are poor, and the militia is small and mobile. Gao Haichao took advantage of the fishing moratorium to explore and innovate the evaluation mode of "one person for one list of training subjects, one standard for training assessment, and one person for training evaluation", so as to prescribe the right medicine and accurately implement training, and effectively improve the quality and efficiency of militia training.
Over the years, Gao Haichao and his comrades-in-arms have continued to struggle, accelerated their running, and completed a number of urgent, difficult, dangerous and heavy tasks with high standards. Because of his outstanding achievements, he was awarded third-class meritorious service three times, and his unit was commended by his superiors for many years. In 2022, Gao Haichao was commended by the National Defense Mobilization Department of the Central Military Commission as "the most moving United States".
"Please rest assured that the motherland and the people will resolutely defend the interests of the country!" This is Gao Haichao's oath, and it is his highest mission as a soldier.
