The main culprit of the "im.B fraud case" was sentenced and has a deep personal relationship with Zheng Wencan?
Zeng Guowei, whose name is Zeng Yaofeng, set up the "im.B platform", used fake debts to absorb money (fundraising), and defrauded more than 9 billion yuan (New Taiwan dollars, the same below, about 1.99 billion yuan), and he and his girlfriend Zhang Shufen and others were prosecuted. The Taipei District Court ruled this afternoon (1st) that Zeng Yaofeng was sentenced to 13 years and 6 months and 3 years and 6 months respectively, and the combined execution was 16 months and 6 months, and his girlfriend Zhang Shufen was sentenced to 10 years and 2 years in prison, and the combined execution was 12 years and 2 months. The co-defendant Chen Zhenkun, a former adviser to Taiwan's administrative agency, pleaded guilty, and the Taipei District Court first sentenced him to a suspended sentence of four years in summary judgment on the morning of the 1st.
"im.B platform" is a real estate online lending platform operated by Taiwan Jinlong System Technology Co., Ltd., established in 2015, and in 2023, it was exposed to "gold absorption" fraud, the person in charge of the platform absconded with money, and a large number of investors could not get back the principal and interest. According to the lawsuit, Zeng Yaofeng founded the "im.B platform" from 2015 to 2016 and built a website in 2018, with his girlfriend Zhang Shufen as the general manager. Zeng Yaofeng found 12 head creditors and "attracted money" by matching real estate loans to subscribe for creditor's rights.
Zeng Yaofeng and others solicited investment with words ranging from 9% to 13% per annum and the principal could be redeemed at the end of the guarantee period, and instructed salesmen and cadres to subscribe for platform creditor's rights, creating the illusion that the subscription was hot. In 2019, it repeatedly listed false real estate claims to deceive investors. "im.B" was unable to pay interest on time from last year, until April this year, when an investor set up a self-help committee to report to the prosecutor because he did not receive interest, and the whole case was exposed.

Although the main culprit of the "im.B fraud case" has been sentenced, in the course of the investigation of the case, three green camp figures have been exposed, namely "Qiao" (coordination, including the meaning of wooing) Zheng Wencan, the former deputy head of the Taiwan administrative agency who is a high-level personnel in the police circle, and Chen Opal, a former Democratic Progressive Party representative who accepted Zeng Yaofeng's free provision of offices and cars, and Tainan City Mayor Huang Weizhe, who was revealed to have attended Zeng Yaofeng's dinner. According to Taiwan media reports, the Taipei District Prosecutor's Office is still investigating.
At the beginning of May last year, Xu Qiaoxin, a member of the current Chinese Kuomintang who was still a member of the Taipei City Council, found that Zheng Wencan had attended a company reception set up by Zeng Yaofeng and his girlfriend Zhang Shufen. At that time, Zheng Wencan's office responded that Zheng Wencan had no contact with Zeng Yaofeng, and it was irresponsible for people with intentions to arbitrarily insinuate and infinitely list the program with a photo.
After that, the Chinese Kuomintang New Taipei City Councilors Lin Guochun, Lin Jinjie, Hong Jiajun and Liao Xianxiang took out a photo of Zheng Wencan giving a speech, Zeng Yaofeng sitting at the main table, and Chen Opal present, believing that Zheng Wencan was suspected of being asked to talk about (saying good things for others) high-ranking police officers, and appeared in private guest houses many times, doubting whether Zheng and the senior police officer knew that Zeng Yaofeng was a wanted criminal and did not report it, so they accused Zheng Wencan of harboring and harboring suspicions. Zheng Wencan's office stated that it would fully cooperate with the judicial unit to clarify the truth, spread all the evidence in the sun, and handle everything openly and honestly, so that it can withstand the test.

A few days later, Huang Guochang, a member of the People's Party who did not hold a position at the time, accused Chen Opal, who was running for election, had a close relationship with Zeng Yaofeng, and that in 2019, Chen Opal's campaign support meeting was set up in the Yilan Luodong Building under the names of Zhang Shufen and Zeng Yaofeng; The Chinese Kuomintang pointed out that "im.B" provided a nanny car for Chen Opal to use.
Chen Opal responded that he knew "Zeng Guowei", who was engaged in the real estate business, and did not know that he was "Zeng Yaofeng, who was sentenced to flee because of the guns", and he was sorry that he accidentally accepted the sponsorship without knowing it, and was willing to donate the rent payable at that time as compensation for the victims of fraud.
In addition, Tainan City Mayor Huang Weizhe was also revealed to have a party with the main suspect Zeng Yaofeng, and the outside world questioned the relationship between the two. In this regard, Huang Weizhe once clarified that the photo was a public welfare dinner party that he was invited to attend. However, Huang Weizhe was also reported and investigated by the public to the Beijing Procuratorate.
There is also one person involved in the "im.B fraud case", the former head of Taiwan Railway and Lai Qingde's "love general" Zhang Zhengyuan. He was revealed by the blue camp that he went to Zeng Yaofeng's mansion in Wujie Township, Yilan County in 2020 to "open a party" (party). In December of the same year, Zeng Yaofeng's Chuansheng Group leased the land opposite the Yilan Station of the Taiwan Railway to operate a paid parking lot. However, there was no follow-up on the related accusations after Zhang Zhengyuan was demoted due to the Taroko train overturning.

On the surface, the Democratic Progressive Party (DPP) is "cracking down on fraud and anti-gangsterism" and privately colluding with fraud groups
Zheng Wencan, the former deputy head of Taiwan's administrative agency and the former mayor of Taoyuan City, was detained last month on charges of corruption, suspected of being involved in the Huayako land expansion case. Niu Xuting, a representative of the Taoyuan District of the Chinese Kuomintang at the time, said that there had been a number of land development cases involving Zheng Wencan in the past, and that there were countless disputes across Taoyuan City. In addition, Niu Xuting also bluntly said that the timing of the prosecution's closing of the net is intriguing, which shows that the attitude of the old and new senior executives towards Zheng Wencan is completely different.
In addition to the above two cases, Huang Guochang, a representative of the People's Party, also questioned Zheng Wencan's cooperation with Guo Zhemin, the main suspect in the "88 Hall Case", to speculate on land. The "88 Guild Hall Case" broke out last year, and the New Taipei District Prosecutor's Office pointed out that Guo Zhemin set up eight companies such as Ruishi Software in 2018 to operate online gambling games, and provided them to gambling website operators in Southeast Asia, mainland China and other places through a white label platform, and then took a cut according to the proportion of winning and losing, and the New Taipei District Prosecutor's Office determined that Guo Zhemin and others were involved in underground exchange and money laundering of 21.7 billion yuan (about 4.8 billion yuan), and the criminal proceeds were at least 1.6 billion yuan (350 million yuan). In addition, the "88 Club" run by Guo Zhemin was also revealed to have a number of high-level prosecutors entering and leaving to accept entertainment.
After the outbreak of the "88 Guild Hall Case", there was news on the island that Guo Zhemin and his gambling business "Jinxing Group" had a super large base in Luzhu, Taoyuan, and even had good relations with the head of a certain county and city. Taiwanese media "Shangbao" checked the land transcript and found that there were 18 farmlands in the Bade area under the names of Guo Zhemin, Huang Guojie, Zhang Ziwen and others. Huang Guochang also revealed last year that Guo Zhemin and others had a good relationship with Zheng Wencan, and even went to sing together after buying the land. Huang Guochang also questioned that Zheng Wencan set up the Taoyuan MRT GE01 station in the middle of a field in order to benefit Guo Zhemin Group. And Zheng Wencan also sued Huang Guochang for defamation afterwards.
Huang Guochang broke the news
When the Tsai Ing-wen authorities were exposed, they announced that they would spend another 1.3 billion yuan to strengthen the "anti-fraud Taiwan team", and Lai Qingde, the chairman of the Democratic Progressive Party at the time, was silent when he held high the "anti-crime clause". Now that Zheng Wencan is in custody, Lai Ching-te, who has assumed the post of leader of the Taiwan region, said that "sweeping away criminal syndicates and eliminating corruption" is an important task of the authorities. As soon as the words fell, Lin Shijie, the father of Lin Yiting, a member of the Democratic Progressive Party (DPP) and chairman of the Tainan City Fishery Association, was executed by execution, and Lai Qingde was silent about it. When Tsai Ing-wen was in office, the "fraud Taiwan team" was more like "fraud Taiwan team", and now Lai Qingde, whether he is fighting corruption or suppressing enemies, I am afraid only he knows in his own heart.
