The person who intends to apply for a scrapping and renewal of the automobile consumption voucher shall meet all the following conditions:
1. The scrapping of passenger cars under the name of individual consumers shall be completed before December 31, 2024, and obtain the "Scrapped Motor Vehicle Recycling Certificate", and the scrapping date shall be subject to the delivery date stated on the "Scrapped Motor Vehicle Recycling Certificate".
2. The cancellation of the passenger car under the name of the individual consumer shall be completed before December 31, 2024, and the cancellation date shall be subject to the cancellation date stated on the Motor Vehicle Cancellation Certificate.
3. For individual consumers who purchase a new passenger car, the purchase date should be between July 15, 2024 and December 31, 2024, and the purchase date shall be subject to the invoice date stated on the "Uniform Invoice for Motor Vehicle Sales" issued by the automobile sales agency.
4. Newly purchased passenger cars by individual consumers shall complete the initial registration and licensing of the vehicle at the traffic management department of the public security organ (unlimited regions in China) before January 31, 2025, and obtain the "Motor Vehicle Registration Certificate" and "Motor Vehicle Driving License", and the registration date shall be subject to the registration date stated on the "Motor Vehicle Driving License".

In order to ensure the order of the event, the event requires that the real-name information of the UnionPay app account, the identity information of the actual vehicle registrant, and the header information of the individual car purchase invoice must be consistent, and the "name of the sales unit" of the car purchase invoice must be consistent with the name of the actual sales merchant.
Audit:
The reviewers will review the qualifications of the car buyers to receive the consumption vouchers in this activity within 10 working days according to the time when the materials uploaded by the car buyers are successfully submitted for the first time. During the review period, car buyers can check the review progress through the "Car Consumption Voucher Subsidy in Sanya" Mini Program on the UnionPay app.
Disbursement of Consumption Vouchers:
For the approved list, the issuing platform will send the consumption voucher to the owner's UnionPay account, and notify the buyer's mobile phone number by SMS. Please beware of scams and do not click on any irrelevant links. For the list that has been approved, the vehicle information will be verified with relevant departments, and if it is found that the information and pictures applied for are fake, the car buyer will be disqualified from participating in the activity, and the consumption voucher funds obtained by the car buyer will be returned.
Consumption voucher participating stores
The consumption vouchers received by car buyers can be used in supermarkets, gas stations, home appliances, smartphones, offshore duty-free shops and other consumption scenarios in Sanya (for more information, please refer to the UnionPay platform, and more consumption scenarios will be added according to the actual situation).
Rules for the use of consumption vouchers
(1) When the car buyer presents the UnionPay UnionPay payment code (mobile phone location is located in Sanya), the consumption voucher can be automatically stacked, and a maximum of 20 coupons can be stacked for a single purchase. (For example, if a car buyer holds 40 coupons of 100.01 yuan or more and 100 yuan off, and spends 3,500 yuan at the same time, he can automatically superimpose 20 coupons of 100.01 yuan off 100 yuan for use, and actually pay 1,500 yuan.) Consumption vouchers are valid until 23:59:59 on March 31, 2025, and the unused system will be collected after the expiration date.
(2) Those who meet any of the conditions such as the same device, the same registered mobile phone number, the same bank card reserved mobile phone number, the same bank entity card number, the same ID number, or the same APP account number are all regarded as the same user. Users need to use their own electronic devices, APP accounts, bank cards, QR codes, etc. to participate in the store in person.
(3) The default priority of the use of the discount is: instant reduction/ticket > points> red envelope, and the user can go to "Me" - "Settings" - "Payment Settings" - "Payment Code Discount Use Order" to set it.
