Xia Shuzhang, the "father of China's MPA", passed away
Xia Shuzhang, male, born in January 1919, a native of Gaoyou, Jiangsu, was the honorary dean of the School of Politics and Public Affairs Management of Sun Yat-sen University, professor and doctoral supervisor before his death. Enjoy the special government allowance of the State Council. He is also the honorary director of the Public Administration Research Center of Sun Yat-sen University, the 100 key research bases of humanities and social sciences of the Ministry of Education, and the honorary president of the Chinese Academy of Public Administration, the consultant of the Chinese Political Science Association and the China Old Professors Association, the honorary director of the Department of Political Science of Wuhan University, the honorary dean of the School of Public Administration of Huazhong University of Science and Technology, the honorary professor of Jianghan University, and the adjunct professor of China University of Political Science and Law.
Xia Shuzhang is the main founder of contemporary Chinese public administration and is known as the "Father of MPA in China" (MPA, Master of Public Administration). He has been awarded the "Outstanding Contribution" medal by the Eastern Regional Public Administration Organization (EROPA), the "National Model Teacher" by the Ministry of Personnel and the Ministry of Education, the 2006 "Outstanding Contribution Award for International Public Administration" from the United States Institute of Public Administration, the "Special Contribution Award for Political Science Development" from the Chinese Political Science Association, the "Special Contribution Award for Management Science" from the Chinese Management Science Society, and the "Fudan Lifetime Achievement Award in Management" from the Fudan Management Award Foundation.

Introduce MPA education to China
In 1947, Xia Shuzhang returned to China after obtaining a master's degree in public administration from Harvard University and came to the Department of Political Science of Sun Yat-sen University to teach public administration. In 1952, colleges and universities across the country underwent a reorganization of faculties, the Department of Political Science was suspended, and Xia Shuzhang was arranged to teach "Fundamentals of Marxism-Leninism".
In 1980, he went to Beijing to attend the preparatory meeting of the Chinese Political Science Association, and after discussing with the 10 old gentlemen who attended the meeting, he decided to "propose the establishment of political science departments in universities." ”
On January 29, 1982, a letter written by Xia Shuzhang was published in the People's Daily. This time, in his letter, he exclaimed: "It is time to put the study of public administration on the agenda. ”
After the publication of this letter, the reconstruction of public administration and management quickly aroused heated discussions. Xia Shuzhang began to run around non-stop again. In just a few years, he and his colleagues organized teacher training courses, compiled the first textbook of "Administrative Management" after the reform and opening up, laid a theoretical framework for this discipline, and prepared for the establishment of the Chinese Academy of Administrative Management.
Xia Shuzhang's firm confidence and persistent efforts have given this "knowledge of governing the country" a new lease of life. In 1999, more than 50 years after receiving his MPA degree, Xia Shuzhang introduced MPA (Master of Public Administration) education to China.
After the busy and even busier 70 or even 80 years old, Xia Shuzhang's academic research is full of topics such as "administration according to law, transformation of government functions, service-oriented government, and innovative country". The textbook "Administrative Management" has been published to the sixth edition, which is a compulsory textbook for students in countless colleges and universities, and MPA education has been promoted to more than 100 colleges and universities across the country.

Cultivating generations of CUHK elites
When he first entered CUHK, Xia Shuzhang was a well-known "doll professor" at CUHK. Xia Shuzhang once said, "I came to CUHK in 1947 to establish the Department of Public Administration. Because I was only 28 years old at the time, I said that there was a 'doll professor' from Sun Yat-sen University, and they were all joking, which was very interesting. ”

Administration, municipal administration, and management are the three courses opened by the 28-year-old "doll professor", taking students who are not a few years younger than themselves to walk the streets and alleys, field trips, and make sound and color inside and outside the classroom.
Xia Shuzhang has been teaching for more than 70 years, devoting himself to teaching and educating people, and has cultivated generations of outstanding CUHK elites. Among his disciples, some have taken up important leadership positions in party and government departments, and some have become academic leaders, experts, and professors in colleges and universities.
Looking back on Xia Shuzhang's life, he has become a banner of the humanities and social sciences at CUHK for more than 70 years, and a witness to the development of CUHK and the disciplines of politics and administration for nearly a century.
In 2017, Sun Yat-sen University established the "Xia Shuzhang Outstanding Doctoral Dissertation Award in Public Administration", aiming to discover and reward outstanding doctoral dissertation research results in public management-related fields, and cultivate outstanding academic talents for the modernization of the national governance system and governance capacity.
