According to the notice, in the 2023 national cosmetics sampling inspection work, after inspection by the Tibet Autonomous Region Food and Drug Control Institute and other units, 36 batches of cosmetics such as SAMKUS Shangguan's Arbutin Photosensitive Brightening Ampoule Mask produced by Guangzhou Pugana Biotechnology Co., Ltd. did not meet the requirements.

The cosmetics on the list involve facial masks, sunscreens, hair creams, essence creams, shower gels and other categories, and the reasons for the disqualification include the total number of colonies, molds and yeasts, and unqualified ingredient comparison.
Fakes are rampant, affecting popular brands such as Guyu and WIS
It is worth noting that the rampant counterfeit goods are a major problem in this notice, which also affects popular brands such as Guyu and WIS.
According to Jumei's statistics, a total of 5 batches of unqualified cosmetics were disputed by their registration/filing enterprises and manufacturers on the authenticity of the samples, of which 4 batches were confirmed to be fakes after review.
Specifically, 2 batches of Guyu Light Whitening and Repair Essence Cream (labeled batch numbers: BCAEA3, BBDM1G) were judged to be unqualified due to the detection of a whitening and freckle removal agent: 3-O-ethyl ascorbic acid that was not indicated in the technical requirements stated on the product label and registration information. However, Guangzhou Fanzhirong Cosmetics Co., Ltd. and Guangzhou Yamei Cosmetics Manufacturing Co., Ltd. objected to this, and the final review confirmed that they were fake.
It is understood that the light-sensitive whitening and repairing essence cream that was notified is a star product of the domestic brand Gu Yu, with sales of 300,000+ on the whole network, ranking first in the praise list and repurchase list of Tmall whitening cream.

At the same time, there was also 1 batch of +WIS+ hyaluronic acid extremely moisturizing mask (label batch number: 04A174922062BT) detected that the total number of colonies exceeded the standard, and then due to the objections raised by the affiliated company Guangzhou Muke Biotechnology Co., Ltd. and the manufacturer European Standard (Guangzhou) Cosmetics Co., Ltd., it was re-examined and confirmed to be fake.
It is understood that this product is a hot-selling product under WIS, and the Tmall flagship store shows a monthly sales volume of 300,000+, ranking first in the repurchase list of repairing skin patch masks.

In addition, 1 batch of Devieve Clear Water Sense Sunscreen SPF50+PA+++ (Label batch number: MFG: 2022/03/23) was judged to be unqualified because the sunscreen indicated on the product label and the technical requirements stated in the registration information: benzophenone-3, diethylaminohydroxybenzoyl hexyl benzoate, ethylhexyl methoxycinnamate, humolinate ester, methylene bis-benzotriazolyl tetramethylbutylphenol, and octocrylene were found to be unqualified. However, it was confirmed that it was a fake after further examination.
Under the prevalence of counterfeit goods, there are also companies that take advantage of loopholes, using false information and concealing the truth to cover up the production/sale of substandard cosmetics in the name of "fakes".
According to this notice, the total number of colonies of 1 batch of SAMKUS Shangguan's Arbutin Photo-Brightening Ampoule Mask (labeled batch number: PJN22M013) produced by Guangzhou Pugana Biotechnology Co., Ltd. (hereinafter referred to as Pugana Bio) exceeded the standard. Although Pugana Biotech objected to the authenticity of the samples, after review by the Guangdong Provincial Drug Administration, the above-mentioned sampled products were indeed registered or produced by the company. For the company's behavior of providing false information and concealing the true situation, the State Food and Drug Administration said that it would severely punish it in accordance with the law.

It can be seen that the current problem of counterfeit goods in the cosmetics market is severe, and the road to cracking down on counterfeiting is long and difficult. From the perspective of the rule of law, the government needs to increase the punishment and strengthen supervision to effectively crack down on the manufacture and sale of counterfeit goods and promote healthy competition in the market.
Seaweed mask has become a "hard-hit area", and the total number of colonies exceeds the standard
In addition to the rampant fakes, this sampling inspection also exposed that the seaweed mask was an unqualified "hard-hit area". According to statistics, among the 27 batches of unqualified products in this sampling, 19 batches are seaweed masks, accounting for more than half.
From the point of view of the reasons for disqualification, the main problem of seaweed mask is that the total number of colonies, mold and yeast exceeds the standard.
It is reported that the total number of colonies, molds and yeasts are microbial indicators, which usually represent the degree of contamination during product production, and to a certain extent reflect the hygienic environment of cosmetics production. At the same time, there are also studies that show that excessive bacteria in facial masks may cause damage to the skin and cause infectious skin diseases. In the Safety and Technical Specifications for Cosmetics (2015 Edition), it has been stipulated that molds and yeasts in cosmetics should not exceed 100 CFU/g or CFU/ml, and the total number of colonies should not exceed 1000 CFU/g.
It is worth noting that this is not the first time it has been exposed, and the seaweed mask has been named many times for exceeding the microbial index.
According to Jumei's "601 batches of cosmetics on the list, who is the hardest hit area?" According to the statistics in the article, in 2023, 56 batches of facial masks will be named by the State Food and Drug Administration, of which 38 batches of seaweed masks will be unqualified, accounting for 67.86% of the total number of unqualified batches of facial masks.
In addition, in January this year, the State Food and Drug Administration notified 37 batches of non-compliant cosmetics, and 15 batches of seaweed masks were involved, accounting for nearly half of the total unqualified batches.
The sunscreen category is frequently named, involving the well-known brand of Naris
Consistent with the previous Circular, sunscreen is still a frequent customer of substandard cosmetics.
According to Jumei's statistics, there are 8 batches of sunscreen products that do not meet the requirements, mainly including Naris, Deviv, Yashi, Cardannon, Han Yi and other "national makeup special" products.
It is worth mentioning that the reported Naris small parasol sunscreen spray is a hot-selling product of Japan skin care brand Naris, according to the Tmall flagship store, its monthly sales reached 100,000+.
In addition, as mentioned above, 1 batch of Devieve Clear Water Sunscreen SPF50+PA+++ (label batch number: MFG: 2022/03/23) produced by Guangzhou Yunmei Cosmetics Co., Ltd. and sold by Guangzhou Youbaile Electronic Technology Co., Ltd. was confirmed to be a fake after re-examination.
In addition to facial masks and sunscreens, hair creams, essences, and shower gels are not the hardest hit areas, but they also appear sporadically in the notice.
Specifically, there were 4 batches of unqualified products in the hair cream, all of which were due to the non-compliance of methylchloroisothiazolinone and methylisothiazolinone mixed with magnesium chloride and magnesium nitrate (methylchloroisothiazolinone: methylisothiazolinone is 3:1) did not meet the regulations.
There are 2 batches of unqualified products in the essence cream, namely 2 batches of Guyu Light Whitening and Repairing Essence Cream, all because of the detection of a whitening and freckle removal agent that is not indicated in the technical requirements specified in the product label and registration information: 3-O-ethyl ascorbic acid.
One batch of unqualified products was detected in the shower gel, and the reason for the disqualification was that the mixture of methylchloroisothiazolinone and methylisothiazolinone with magnesium chloride and magnesium nitrate (methylchloroisothiazolinone: methylisothiazolinone was 3:1) did not meet the requirements.
All of the above shows that the production quality problems of sunscreen and cleaning products in the industry are still severe.
In this regard, in this notice, the State Food and Drug Administration stated that it will require the Guangdong Provincial Drug Administration to file a case for investigation of the registrants, record holders, and entrusted production enterprises involved in the above-mentioned non-compliant cosmetics in accordance with the law, and order the relevant enterprises to immediately take risk control measures in accordance with the law and carry out self-inspection and rectification. The drug regulatory departments of all provinces (autonomous regions and municipalities) shall order the relevant cosmetics operators to immediately stop operating the above-mentioned cosmetics, investigate their purchase inspection records in accordance with the law, and trace the source of the illegal products; Where illegal acts are discovered, they shall be strictly investigated and dealt with in accordance with law; and where a crime is suspected, it shall be transferred to the public security organs in accordance with law.
On the whole, this series of notices of substandard cosmetics reflects the rampant counterfeits and frequent production quality problems in the cosmetics industry, which urgently require enterprises and regulators to take action. It is believed that in the future, under strict regulations, the industry will eventually move towards high-quality development in an orderly and standardized environment.
