In May 2024, the Ya'an Municipal Public Security Bureau received reports from the public that there were suspicious idle people in many downtown areas in the urban area who were "harassing" primary school students and borrowing their phones and watches to make phone calls on the grounds of "scarce cigarette cards".
After receiving the report, the Ya'an police quickly realized that it was likely to use a phone card to help carry out the criminal activity of telecommunications network fraud. Subsequently, the Ya'an police quickly carried out investigation work, looked for clues, and collected clues from primary and secondary schools, and soon got clear clues.
After further in-depth investigation and multi-party evidence collection, the police locked up Zhang, a criminal suspect who was still on bail pending trial.
In September 2023, Zhang, a man from Ya'an, instructed three minors, Luo (under the age of 16), Wang (under the age of 16), and Liu (under the age of 16), to steal the phone cards of students in various schools in Yucheng District and the students' mobile phones and phone cards stored in the middle school teacher's office.
In November 2023, Zhang was criminally detained by the Yucheng District Public Security Bureau in accordance with the law on suspicion of aiding information network criminal activities, and was released on bail pending trial in December of the same year.
After Zhang came out of the detention center, he did not repent and wanted to continue to do the work of "making money quickly", but this time he extended his claws to elementary school students with extremely weak discernment. And Zhang is no longer confined to being a middleman who buys and sells cards, but "personally" takes action, using "scarce cigarette cards" to deceive primary school students' phone watches, and "personally" implements the "mobile phone port" business to help criminals make fraudulent calls.
The "cigarette card" played by elementary school students is made of discarded cigarette boxes, tear off the lid of the cigarette box, fold it into a rectangular card, put it on the ground, and tap the ground with an empty palm.
Zhang is looking for primary school students who wear phone watches, first show the "China" brand cigarette card (scarce cigarette card), if the other party is interested, he will say that he is willing to give away a cigarette card, but he needs to borrow a phone watch, if the use time is more than an hour, it will provide more scarce, more cigarette cards, most of the primary school students who do not have the ability to recognize will gladly accept. Without exception, the phone watches obtained by Zhang were used to commit telecommunications network fraud.
At present, Zhang has been arrested again, and the relevant case is being further handled.
Parents and friends should encourage their children to participate in anti-fraud learning and improve their ability to discern; Teach children not to trust strangers and not to lend their phones and watches to others. When you encounter a suspicious person, you should tell your parents or teachers as soon as possible, and do not deal with it yourself.
