Recently, the Sichuan Provincial Department of Human Resources and Social Security, the Sichuan Provincial Department of Finance, and the Sichuan Provincial Taxation Bureau of the State Administration of Taxation jointly issued the Notice on Forwarding the Ministry of Human Resources and Social Security, the Ministry of Finance, and the State Administration of Taxation <关于延续实施失业保险援企稳岗政策的通知>(hereinafter referred to as the "Notice").

Continue to implement the policy of phased rate reduction. The policy of reducing the unemployment insurance premium rate to 1% will be extended for one year, with the employer contribution rate at 0.6% and the individual employee contribution rate at 0.4%. The policy will be implemented until December 31, 2025.

Continue to implement the policy of returning unemployment insurance to stabilize jobs. Unemployment insurance funds will be refunded to insured enterprises that meet the prescribed conditions, of which: 30% of the unemployment insurance premiums actually paid by the enterprises and their employees in the previous year will be refunded for large enterprises, and 60% will be refunded for small, medium and micro enterprises; Social groups, foundations, social service organizations, law firms, accounting firms, and individual industrial and commercial households insured in the form of units shall be implemented with reference to small, medium and micro enterprises; If a labor dispatch unit applies for the return of funds for job stabilization, it shall allocate and use the funds in a timely manner in accordance with the regulations, and the full amount of the funds for job stabilization involving dispatched workers shall be allocated to the employing unit that actually provides the post and bears the wages and social insurance premiums, and the labor dispatch unit shall enjoy the full amount of the remaining self-owned employees (including those recruited by carrying out contracting and outsourcing business in accordance with the law). The policy will be implemented until December 31, 2024.

Continue to implement the subsidy policy for skill upgrading. Employees of enterprises who have participated in unemployment insurance for more than 1 year or who receive unemployment insurance money can apply for skill upgrading subsidies if they have obtained vocational qualification certificates or vocational skill level certificates for skilled personnel, and the standard is 1,000 yuan for primary (level 5), 1,500 yuan for intermediate (level 4), and 2,000 yuan for senior (level 3), and the same occupation (type of work) and the same level can only be applied for and enjoyed once, and skill upgrading subsidies and vocational training subsidies shall not be enjoyed repeatedly; Those who have already enjoyed the subsidy of the high-level certificate of the same occupation (type of work) will no longer enjoy the subsidy of the low-level certificate. Each person shall not be entitled to the subsidy more than 3 times in a calendar year. The policy will be implemented until December 31, 2024.

Continue to implement the one-time subsidy policy for job expansion. For the recruitment of unemployed college graduates and registered unemployed young people aged 16-24 who have not been employed in the year of graduation and within two years of leaving school, sign labor contracts, and pay their unemployment, work-related injuries and employee pension insurance premiums in full for more than 3 months according to the regulations, a one-time subsidy for job expansion will be issued, and the provincial standard is 1,500 yuan for each person recruited. The policy will be implemented until December 31, 2025.

The "Circular" requires that when the above four policies are continued, the vast number of insured enterprises that meet the conditions for enjoying the policies should promptly confirm the information pushed by the unemployment insurance agencies, so that the unemployment insurance agencies can accurately and timely allocate funds to the enterprises. At the same time, the human resources and social security departments at all levels are required to make every effort to ensure the basic livelihood of the unemployed, continue to do a good job in the issuance of unemployment insurance premiums and temporary price subsidies for eligible unemployed persons, as well as the payment of basic medical insurance (including maternity insurance) premiums, and make every effort to ensure the bottom line of people's livelihood.
