In order to give full play to the incentive role of the talent policy and promote the in-depth implementation of the "Dahu Talents" agglomeration plan, according to the requirements of the "Opinions on the In-depth Implementation of the "Dahu Talents" Agglomeration Plan (Hong Wei [2022] No. 57) issued by the county party committee and the county government, the following notice is hereby given on the application for housing purchase subsidies, living subsidies and family visit subsidies for the introduction of talents in 2023.

First, the object of the declaration

1. Talents who come to Hong for employment for the first time from outside the Sihong administrative area between January 1, 2023 and December 31, 2023 (excluding vertical management units).

2. Talents who have applied for the 2022 talent treatment guarantee policy and are now applying for the second subsidy.

Second, the application conditions

(1) The following conditions must be met at the same time to apply for the housing purchase subsidy:

1. All kinds of talents newly introduced by government agencies, enterprises and institutions and private non-enterprises to work full-time in Sihong with full-time bachelor's degree or above, technician or above, intermediate title or above.

2. Talents pay endowment insurance for employees of enterprises or government institutions in Sihong.

3. Talents come to work in Hong to buy residential commercial houses in Hong after they come to work.

(2) The following conditions must be met at the same time to apply for post subsidies:

1. Newly introduced "double first-class" full-time undergraduates, full-time master's students and doctoral students from enterprises, schools and hospitals. Newly introduced ordinary undergraduates, newly introduced technicians and senior technicians from industrial enterprises. The newly introduced normal undergraduate students in the general high school section, and the newly introduced senior and senior professional title education talents introduced by the school. The hospital has newly introduced medical ordinary undergraduates, intermediate professional title health talents, and newly introduced senior and senior professional title health talents.

2. Talents pay enterprise employee pension insurance or government institution pension insurance in Sihong.

(3) To apply for family visit subsidy, the following conditions must be met at the same time:

1. Enterprises, schools and hospitals have newly introduced all kinds of talents with full-time bachelor's degree or above, technician or above, intermediate title and above to Sihong for full-time work.

2. Talents pay enterprise employee pension insurance or government institution pension insurance in Sihong.

3. The talent himself is registered outside Suqian City, and the talent's parents or spouse are also registered outside Suqian City.

3. Supporting materials

1. ID card;

2. Academic qualifications, degree certificates, and academic certificate inquiry certificate of the academic information network (those who return to China after studying abroad must provide the foreign academic degree certification issued by the Service Center for Overseas Study of the Ministry of Education);

3. Vocational skill level certificate;

4. Professional and technical certificates;

5. Proof of pension insurance participation (from the time of Sihong's first insurance);

6. Housing purchase contract, payment invoice, deed tax certificate, real estate ownership certificate (provided for applying for housing purchase subsidy);

7. Marriage certificate (to apply for housing purchase subsidy, the property right of the house is provided for the husband and wife to share);

8. Hukou booklet (to apply for housing purchase subsidy, the property right of the house is provided for parents and children to share);

9. Teacher qualification certificate and teaching certificate of high school (apply for the post subsidy of ordinary undergraduate students in high school and high school);

10. Household registration book of the talent's parents or spouse (provided for applying for family visit allowance).

Fourth, the subsidy standard

The subsidy standard for the living security treatment of talents is shown in Annex 3.

July 5–31, 2024.

6. Application methods and procedures

The application, circulation and review of talent subsidies shall be handled online, and the applicant shall fill in the application materials through the "Suqian Talent e-Home" WeChat applet, APP or website, upload the supporting information, and the review unit will pass the online review and circulation of the application materials. The specific process is as follows:

(1) Individual application

The talent subsidy application object will first be identified through the "Suqian Talent e-Home" WeChat applet, APP or website homepage, and then enter the policy application interface of Sihong Special Zone to apply for the subsidy, select the corresponding talent subsidy category, fill in the application information truthfully and upload the corresponding supporting materials (it is recommended to upload a PDF scanned copy). After submitting the application, you need to pay attention to the review status, and if the application is returned, please check whether the personal information and materials are correct and supplement it in time before submitting it again.

(2) Departmental review

The review of talent subsidies shall be mainly classified by the competent department of the industry or the competent department of the territory, of which: talents in the education system shall be reviewed by the Education Bureau; Health system talents are reviewed by the Health Bureau; The talents of enterprises in the park shall be reviewed by the park management committee; The recruitment (hiring) of personnel by county-level organs and townships (streets) and other types of talents except for education, health and park enterprises shall be reviewed by the Human Resources and Social Security Bureau. The real estate information shall be reviewed by the housing and construction and capital planning departments. The information, address, name and contact information of each audit unit can be found in the "Information Form of the Audit Unit for Talent Life Security Benefits" (Annex 2).

(3) Publicity and distribution

After the review, the Human Resources and Social Security Bureau will summarize and report to the Talent Office of the County Party Committee for review according to the "Statistical Table of Living Security Benefits for Introduced Talents in Sihong County in 2023" (Annex 4) submitted by the audit departments. According to the results of the publicity, the Human Resources and Social Security Bureau shall apply to the Finance Bureau for the allocation of the talent subsidy funds for the current year and distribute them to the accounts of the subsidy recipients.

7. Job requirements

1. All departments should do a good job in policy publicity and organization of declaration work, and promptly notify the units in charge of the industry or within the territory to ensure that qualified personnel should report to the fullest.

2. The applicant is responsible for the authenticity of the submitted materials, and if there is fraud to obtain subsidy funds, once verified, the party will be disqualified from declaring.

3. Each audit department should clarify that a special person is responsible for the preliminary and final review of the talent subsidy, and the auditors should conduct a timely review in strict accordance with the subsidy declaration conditions. If the loss of talent subsidy funds is caused by work mistakes, fraud, or dereliction of duty, the audit unit shall be responsible for recovering the subsidy funds and pursuing relevant responsibilities in accordance with the law.

4. The subsidy application materials shall be printed and bound by each audit department and kept for future reference, and the "Statistical Form of Living Security Treatment for Introduced Talents in Sihong County in 2023" shall be filled in before August 15, and the paper version shall be signed by the main person in charge of the unit and stamped with the official seal and reported to the Talent Center of the Human Resources and Social Security Bureau for the record, and the electronic version shall be sent to the mailbox of the Talent Center ([email protected]).
