In accordance with the principle of "core leading, radiation driven", Qin Chuangyuan Intelligent Connected Industry Innovation Gathering Area takes Xixian New Area and Qinhan Autonomous Driving Industrial Park as the core starting area, builds a spatial pattern of "one heart and two wings" of intelligent networking in the province, gathers high-end innovation resource elements of intelligent networking in the province, and accelerates the key technological innovation and industrialization process of intelligent networking in the province. By 2026, 30 enterprises in the intelligent network industry chain will be cultivated and attracted, 10 industry-related standards will be completed, and the output value will exceed 20 billion yuan.
"One belt, one base, two clusters"
In terms of spatial layout, Qinhan New City takes the core starting area of Qin Chuangyuan Intelligent Connected Industry Innovation Cluster as the carrier, and strives to create a spatial structure layout of "one belt, one base, and two clusters" to carry the industrial development of the cluster.
One belt: that is, the headquarters and industrial incubation belt of intelligent networked enterprises will be laid out on the north bank of the Weihe River in Qinhan New Town, focusing on autonomous driving, intelligent networking, artificial intelligence, digital economy and other industrial directions, and creating a gathering area for headquarters and R&D enterprises.
One base: With the Qinhan Autonomous Driving Industrial Park as the core area and main base, relying on the resources of the existing car factories, giving full play to the leading effect, focusing on the direction of "electrification, intelligence, networking, and sharing" of automobiles, and creating a core area for the intelligent networked industry with visual perception, lidar, domain controller, high-precision map, vehicle-grade chips, and intelligent manufacturing as the core.
Two clusters: in the eastern part of the autonomous driving industrial park, it will focus on the upstream and downstream of the new energy vehicle industry chain, mainly develop core components, intelligent manufacturing and aftermarket services, and build an industrial cluster of parts and intelligent manufacturing; In the start-up area that has been built in the west of the autonomous driving industrial park, with the mass production of L3 technology for autonomous driving and the pre-research of L4 technology as the core, it will mainly develop software development, intelligent network testing, lidar, domain controller, vehicle specification chip, visual perception and other intelligent network related industries, and build an intelligent network software R&D and manufacturing cluster.
The "core starting area" is beginning to show its edge
As the core starting area, the total planning area of the Qinhan Autonomous Driving Industrial Park in Xixian New Area is 10.15 square kilometers, and a number of key projects such as the starting area of the Qinhan Autonomous Driving Industrial Park, the northwest production base of CSG, and the Qinhan Zhikang Cloud Valley have been built, and more than 200 enterprises of various types have been gathered, with a total revenue of 7.03 billion yuan in 2023.
To develop the intelligent network industry, Qinhan New City has a relatively solid industrial foundation and a complete industrial chain.

At the same time, Qinhan New Town also actively interacts with enterprises and academia, and has set up an expert committee for intelligent networking in Qinhan New Town, bringing together 25 experts in the fields of vehicle-road coordination, autonomous driving, vehicle engineering, artificial intelligence, etc., to empower enterprises in the jurisdiction with technology.
In April this year, the pilot project of autonomous driving application in Qinhan New Town, Xixian New Area, organized and constructed by Qinhan New Town Chuangyu Intelligent Travel Technology Co., Ltd., Xixian New Area, has been selected into the second batch of pilot projects for intelligent transportation application by the Ministry of Transport. According to the "Qinhan New City Autonomous Driving Industrial Park Plan", Qinhan New Town will build ten application scenarios such as intelligent networked buses, unmanned sanitation, and short-distance connections within three years, and continuously inject new momentum into the development of the intelligent networked industry.
