Officers and men of the People's Liberation Army (PLA) and the People's Armed Police Force (PAP) and the militia quickly rushed to the front line of flood prevention and disaster relief to carry out emergency rescue and rescue efforts to minimize disaster losses.
As of 17:50 on the 2nd, 32 places of bubble springs and pipe surges were successfully blocked, 5,800 bags of sandbags were transported, 700 square meters of earth and stone were transported, 60 meters of sub-embankments were constructed, 100 meters of embankments were reinforced, and more than 160 people were transferred. The Jiujiang Military Sub-district immediately organized militia members to rush to a number of embankments where there were dangerous situations such as bubble springs and pipe surges to investigate and deal with them, and used assault boats and rubber boats to evacuate the trapped people and rush through the sections of the road blocked by the landslide.
Since mid-to-late June, many rivers in Hunan Province have exceeded the warning water level, many river embankments have been in danger of pipe surges, and secondary disasters such as urban waterlogging and landslides have occurred in some areas. Upon hearing the order, the officers and men of the Hunan Armed Police Corps went all out to fight on the front line of flood prevention and disaster relief, carrying out emergency tasks such as rescuing the trapped people and restoring road traffic. Dozens of officers and men of a certain brigade of the Changsha Detachment of the Armed Police Force braved the rain to quickly block the pipe surge that occurred in the embankment of the Piaofeng Reservoir in Changsha County. Officers and men of the Yiyang Detachment of the Armed Police rushed to the disaster-stricken villages in Gulou Township, Anhua County, cleared 60 kilometers of roads, and evacuated 50 people. A certain unit of the Hunan Armed Police Corps and the Yueyang Detachment of the Armed Police quickly dispatched officers and men to Pingjiang County to carry out rescue work and evacuate more than 500 people affected by the disaster.
On June 30, the water level of the Hankou station of the Yangtze River approached the flood control warning level. The Wuhan Garrison District of Hubei Province activated the emergency plan, and the Hongshan District People's Armed Forces Department quickly organized more than 120 militia detachments to be stationed in Tianxing Township to carry out flood prevention and disaster relief tasks to ensure the safety of the Tianxingzhou embankment. On the evening of July 1, the water level of Hankou Station broke through the warning level, and the militia of Hongshan District acted quickly to increase the frequency of patrolling the embankment and checking the danger, assisting in the transfer of more than 300 people, and carrying more than 50 tons of living and production equipment and materials.
Since the beginning of the flood season, the troops stationed in many places have taken the initiative to meet the needs of local flood prevention and disaster relief, and actively carried out targeted emergency drills. A brigade of the 71st Group Army organized helicopter water rescue training and practiced manned and unmanned coordinated search and rescue methods, which took half the time compared with the past. During the flood prevention and disaster relief exercise, an army aviation brigade of the 72nd Group Army took the initiative to set up difficult and dangerous situations, comprehensively tempered the troops' hard skills in flood prevention and disaster relief, and at the same time strengthened coordinated training with other rescue forces to ensure that they were ready to fight at all times and ready to fight at any time.
