The International Criminal Court, based in the Dutch city of The Hague, was established under the Rome Statute of the International Criminal Court (Rome Statute) to hold individuals criminally responsible for crimes of genocide, war crimes, crimes against humanity and aggression. Wanted warrants issued by the Court are subject to enforcement by States parties to the Rome Statute and cannot be tried in absentia. Israel and the United States have withdrawn from the Rome Statute. Some US media disclosed earlier this month that 12 US Republican senators issued a warning letter to the International Criminal Court, asking it not to issue arrest warrants against Israeli Prime Minister Benjamin Netanyahu and others.
